Dear Ulster University,

I am writing to request copies of periodic communications between the Vice-Chancellor of your institution and all staff working at the University. These circulars might be sent by email and/or placed on the university intranet and may be described as Vice Chancellor’s Updates or something similar. Could you please provide all such communications for the last 5 years or as long as you have recorded if this is shorter?

Best wishes,

James Murphy

Dear Mr Murphy

Further to your FOI request please be advised that copies of periodic
communications from the Vice-Chancellor are not recorded on centralised
systems.   In order to collate the information the University would have
to undertake a search of electronic and hard copy files.  All
correspondence would need to be scrutinised and redacted in order to
protect the identity of University employees.  This would be an enormous
task.

The University considers that complying with your request would exceed the
cost limit of £450 calculated at 18 hours @ £25 per hour and is
withholding the information under Section 12 of the FOI Act.  If you wish
to refine your request please don’t hesitate to contact me to discuss how
you may do so.

If you are unhappy with how the University has dealt with your request you
may raise the matter under the University's internal review process for
FOI requests. Please submit written details of your appeal to Mr Eamon
Mullan, University Secretary, Room J312, University of Ulster, Coleraine
BT52 1SA, email at [email address]. The University will normally
undertake to issue a decision on an appeal within 20 working days of
receipt.

If you do not wish to submit an appeal to the University in relation to
your request or if you are unhappy with the outcome of an appeal you may
apply to the Office of the Information Commissioner. Full particulars of
the FOI Act including the Information Commissioner's address may be found
at www.ico.org.uk

Yours sincerely
