Thank you for your request for information. 

From time to time we are approached because it is assumed we are the
successor body to the GLC and this is not the case.

The Greater London Council (GLC) was abolished in 1986 by the Local
Government Act 1985 and its powers were devolved to the London boroughs
and other entities. The GLA only came into being in 2000, some 14 years
later, under the Greater London Authority Act 1999. 

You could try contacting either the relevent local borough
councils, British Library or the London Metropolitan Archive for access to
the document you are seeking.
