Dear Lancashire Police and Crime Commissioner,

Please provide the following information regarding the HB panel craft contract agreed and ratified by Clive Grunshaw.

Before you say not in the public interest ,this is spending from the public purse

1. For how long have HB Panelcraft had an agreement with Lancs Police
2. They do not describe HB Panelcraft as a limited company, so who from that business is the signatory of the tender document, and the ultimate contract
3. Has the option to extend it been renewed
4. Has a new tender process begun
5. Is there an appraisal system for the work peformed, and if so can the public see it
6. What was the actual spend with HBP in the year end 2016
7. Same for 2017
8. What is the method of satisfaction note signing within this process
9. What auditory checks are exercised to monitor the spend

I am writing to request an internal review of Lancashire Police and Crime Commissioner's handling of my FOI request 'Contracted agreed by the PCC with HB panelcraft'.

As all contracts of this value are to be refered and agreed by Clive Grunshaw it's scary to the general public that you don't hold any information on contracts he has signed and agreed under the memorandum of understanding.

Further more you cleared the Chief of all responsibility by saying Clive's office oversees these contracts therefore you lied during that request

Can you confirm you hold no information on the contract and have failed to follow the memorandum of understanding or can you confirm when the information was destroyed and on whose authority

As the contract has Clive's name on it and is over the 250000 mark can you confirm as per your reply the scheme has been altered to allow Rhodes to bid for and over see contracts above 250000 in contravention of the law ?

I refer to your e-mail of the 17 January 2019, in which you ask a further question in the course of business.

In response, I would advise you that all contracts, irrespective of value, are in the name of the Police and Crime Commissioner.

As you will note from the Code of Governance (approved on the 11 August 2016), the Commissioner has given consent to the Chief Constable to enter into contracts and to acquire or dispose of property, other than land, buildings and assets, subject to the requirements of the Scheme of Corporate Governance, including the Financial Regulations and Contract Standing Orders.

Up to 200000 thousand as per the document yet you lie and say all contracts have been handed to Rhodes maybe time for the LGO to look at Clive breaching the law and allowing all contracts to be dealt with by Rhodes with no oversight.

If the contract is in his name and over 250000 were does it state the exemption has been given as the documents state above 250000 should be signed by Clive
