Thank you for your request for information of 28/02/2022 where you asked the following:

Please can you outline contract details for your Social Care case management solution that is with OLM. In your response please can you include contract/start/expiry/cost and any extensions available.

Your request has been processed and considered under the Freedom of Information (Scotland) Act 2002 and the information is provided below.

Our outsourced ICT contract commenced 1/4/16 is currently awarded to 31/3/2029 but can be extended up to 31/3/2035. Our annual ICT Contract budget is £24.982m per annum.

Further specific details will not be provided. In line with advice from the National Cyber Security Centre, we do not provide information relating to hardware, software and systems and therefore, unfortunately, it is not possible to provide you with the information you have requested on this occasion.

Under the terms of the legislation, a request for information can be refused where one or more exemptions listed in the legislation apply. In this instance, the Council is claiming the following exemption to this part of the information that you have requested: Section 30(c) - Information is exempt if its disclosure would otherwise prejudice substantially, or be likely to prejudice substantially, the effective conduct of public affairs.

By placing information about our systems into the public domain we would potentially be putting our IT framework at risk. This would prejudice substantially the Council’s ability to effectively carry out its business if its IT framework were compromised as a consequence of the disclosure of this information.

This exemption also requires the application of the public interest test to ascertain if withholding the requested information outweighs the public interest in disclosing the information. By providing such information about our IT services into the public domain we would potentially be putting our IT framework at risk. The public interest would not be served by the Council being subjected to the potential of Cyber attacks that could breach our security and damage our IT infrastructure.

Wow! I've rarely read such a BS-heavy response from a council.

You can't say how much you spent on a software system . . . because it might affect national security? This is just appalling - I hope the original questioner takes this to the ICO.

As an aside, I wasn't aware that Edinburgh had a contract with OLM until 2029. It looks as if OLM have snuck in one of their trademark direct awards - necessary, because OLM haven't won a competitive tender since around 2016.

Edinburgh Council - if you really have given OLM your money without going through a tender process, you've been exceptionally dim
