Contingent liabilities.

Response to this request is long overdue. By law, under all circumstances, HM Treasury should have responded by now (details). You can complain by requesting an internal review.

Dear Her Majesty’s Treasury,

You have claimed the state pension is a contingent liability.

The meaning applied is this "occurring or existing only if (certain circumstances) are the case; dependent on." and I have that from other government sources.

Since you have defined the state pension as contingent, please supply the circumstances you have determined that mean it won't be paid in full.
