Consultation on danger posed to visually impaired people & other vulnerable groups by rainbow crossing
Dear Derry City and Strabane District Council,
Regarding the recent procurement of a 'rainbow crossing' in Derry, please:
1. list the organisations and individuals who were consulted (where individuals cannot be named, please list them as 'individual of X demographic' or 'individual with X reason for their views being sought' or similar) and share any correspondence around the same,
2. share evidence of risk assessment carried out around replacing established black and white crossings with unusually-coloured crossings, sharing relevant correspondence,
3. describe what attempts were made to specifically engage disability rights organisations such as RNIB NI or Guide Dogs NI, older people's organisations such as AGE NI, road safety organisations or children's organisations to seek guidance on risks to people of varying demographics, listing all organisations or professionals approached, and
4. describe the procurement process followed in the procurement of this piece of work (I can see there is an open FOI requesting a breakdown of cost).

Thank-you for your reply. In it, you have stated:
“Council did not specifically engage with disability rights organisations AS DFI PROVIDED AUTHORISATION (caps for emphasis) and facilitated delivery of this project”
and
“The Minister for Infrastructure indicated that she was content that, SUBJECT TO DUE CONSIDERATION WITH REGARD TO ROAD SAFETY AND MATERIAL SPECIFICATION (caps for emphasis), such multi-coloured pedestrian crossings could be put in place”
Since the authorisation by DfI was subject to "due consideration with regard to road safety and material specification", but no disability rights organisations were consulted (you haven't answered whether any road safety, older persons' or children's rights organisations were consulted), what was done to give "due consideration" to road safety and material specification?

In response to your recent request for clarification as to who is legally
responsible, under the Roads (Amendment) (Northern Ireland) Order 2004 or
other legislation, in the event that someone is harmed by the painting of
this crossing, we would advise that this is outside the scope of this FOI.
As previously stated Council was not involved in the authorisation,
commissioning and delivery of this initiative (other than providing
funding)
