In section 1.2.2 of this document you mention a consultation which took place during the development of this policy.

1. A list of the organisations and individuals who were consulted.
2. The start and end dates of the consultation period.
3. The consultation documents.
4. The responses to the consultation.
5. Your report on the consultation, to include the responses in the collated and analysed form which informed the development of the policy, demonstrating that Gunning Principle 4 “The product of consultation must be conscientiously taken into account”, has been satisfied.

Thank you for your response to my FOI request of 21st October 2019 regarding the consultation for the “Gender identity policy and implementation guidance”. I would like you to clarify some of the information you supplied in your response.

In part 1 of my request I asked for a list of the organisations and individuals consulted, by which I meant the organisations and individuals who had responded to the consultation. Your response stated which organisations had been invited to participate, but failed to supply a list of those organisations which actually took part in the consultation. In order to comply with my request, please supply a list of the respondents to the consultation by listing the organisations by name, and please also supply the number of individual participants who submitted a response.

Regarding part 2 of my request, I asked for the start and end dates of the consultation period. You supplied only the date on which invitations were sent out and the dates of two workshops held by the council. Were those who attended these workshops the only respondents to the consultation, or were those invited participants who were unable to attend on these dates able to participate by sending in written responses? If the latter, please supply the start and end dates of the consultation period as requested.

We are in the processing of reviewing our response to FOI 5500. However
staff have interpreted your request in different ways, and I am therefore
asking for clarification before proceeding with the internal review.

 

This is what you said:

I believe you are  not asking for the names of the individuals who
attended or who were consulted, just a list of the organisations who
actually participated and then the number of participants who submitted a
response – is this correct?

 

Education have also offered to arrange a meeting with you to discuss the

Yes, your interpretation is correct. I am not requesting the names of any people who participated, whether individual participants or representatives of organisations, since I understand that these are protected under GDPR legislation.

My request is to be supplied with a list of the names of all organisations which submitted a response, and the number of respondents who participated on an individual basis (not as representatives of organisations).

I hope that this request is now clear, but if not, please do not hesitate to ask for further clarification.

Following a meeting with representatives of Denbighshire Council's Education Department and some further correspondence, Denbighshire Council have now withdrawn their Gender identity policy and implementation guidance.
