FREEDOM OF INFORMATION ACT 2000-INFORMATION REQUEST

 

Please accept my apology for the delay in responding. Your request for
information has been considered under the requirements of the Freedom of
Information Act and our response is as follows:

 

1. Who authorised the payment of £25000 to Tony Stockdale, governor, in
2015/16, for consultancy services?

The Board of Governors approved the payment at its meeting held on 1
October 2015.

2. Was the contract put out to tender? If not why not?

The contract was not put out to tender as it was considered that Mr
Stockdale had particular expertise and specialisms in the services
required and that the provision of these services could therefore not be
delivered as effectively by another supplier.

3. What did the consultancy work comprise of?

Acting as a Special Adviser to the University, the duties included the
provision of expert advice and guidance to the Vice-Chancellor and
relevant University staff, supporting:

• The internationalisation of the University’s business school;

 

• The development and negotiation of high-level international and local
partnerships for the University;

• The delivery of high-level, business critical projects and work
programmes at the University. This work resulted in the production of an
end of consultancy report.

4. Who authorised the payment of £12500 to Tony Stockdale, governor, in
2016/17, for consultancy services?

 

The payment of £12,500 made to Mr Stockdale in 2016/17 was not for
consultancy services, but for his discharging of duties as the Chairman of
the Finance and Human Resources Committee for the period 1 September 2016
to 31 August 2017.

The Board of Governors of the university passed a resolution on 27
November 2014 to approve the remuneration of the Chairman of the Board and
the Chairs of the Audit and Finance and Human Resources Committees. The
levels of remuneration were approved by the Board ahead of the academic
year in question.

5. Was the contract put out to tender? If not why not?

No.

This payment was not a contract for consultancy services and was paid to
Mr Stockdale for discharging his duties as Chair of the Finance and Human
Resources Committee.

6. What did the consultancy work comprise of?

As set out above, the payment was made to Mr Stockdale for discharging his
duties as Chair of the Finance and Human Resources Committee.

7. How did the Director of Finance ensure public accountability, value for
money and compliance with EU and English law when awarding these
contracts?

 

We do not hold any information relating to the individual approach taken
by a previous Director of Finance.  These payments were disclosed in our
published annual accounts as part of our Annual Report.  In addition,
review and approval from the Board of Governors was sought prior to
commencing with these arrangements (see 1 and 4 above).
