I would like to request information regarding three planning applications submitted by the Royal Masonic Benevolent Institute at Connaught Court, St Oswalds Road York YO10 4QA:

The documents disclosed include individual’s names, email addresses and
signatures and other information which may identify individuals. The
council has completed a Public Interest test and concluded that
individual’s names, email addresses and signatures and other information
which may identify individuals within the disclosed documentation are
considered to be personal data. It has therefore been redacted as it is
considered to fall under an exception in the EIR at regulation 12(3)
relating to other people’s personal data. The weight of public interest is
in maintaining the exception. The names of City of York Council employees
above Head of Service level are not withheld.

The information requested is considered reasonably accessible by other
means. The exception under Regulation 12 (4) (b) allows the Council to not
provide the requested information as the applicant can reasonably locate
and retrieve the information easily.

Bearing in mind the above,  the Council has carried out a public interest
test as to whether the information held should be disclosed. It is
accepted that there will always be public interest in disclosure to
promote transparency and accountability of public authorities, greater
public awareness and understanding of environmental matters, a free
exchange of views, and more effective public participation in
environmental decision making. However, in this instance it is considered
that the public interest in disclosure of this particular information
would not be justified given that the information on planning applications
is already public domain and realistically accessible.

 

c) A list of all council officers who were consulted for advice on this
application;

 

Consultations are sent to a team or section within the Council.  The
following were consulted:

Archaeologist

Trees and Landscape

Ecologist

Highway Network Management

Urban Design and Conservation

 

Where a consultation is sent to a named position rather than a team the
name of the position in the authority has been used as it appears in the
consultation.  The council has completed a Public Interest test and
concluded that the name of the individual holding the position may
identify that individual.  Such information is considered to be personal
data. It has therefore been withheld as it is considered to fall under an
exception in the EIR at regulation 12(3) relating to other people’s
personal data. The weight of public interest is in maintaining the
exception.  

 

d) A list of all external consultees who were contacted to provide advice
on this application;

e) Any pre-application advice provided to the applicant by the council for
