Congestion zone - increases in vehicles and delays

The request was successful.

Dear Transport for London,

In an article on changes to the congestion zone TFL wrote...

https://consultations.tfl.gov.uk/policy/...
'We have found that average delays to journeys within the zone have been increasing. This is partly because there are an increasing number of vehicles entering the zone which are exempt from the charge or which receive a 100 per cent discount. Currently, only around 50 per cent of the vehicles entering the zone during charging hours are liable to pay the full amount.'

Are you able to provide figures per year that show the estimated number of vehicles entering the zone since it's introduction to date, the increase in average journey delays and the number of vehicles in the zone that receive the full discount?

Yours faithfully,
Matt
