Confirmation of which position is true re: traffic management policy

The request was refused by Wandsworth Borough Council.

Dear Wandsworth Borough Council,

In response to this FOI (https://www.whatdotheyknow.com/request/b...) officers stated:

'CSOSC Paper 18-74 summarises the petition reporting process and highlights that petitions will be considered in accordance with the traffic management policy (Paper 17-298). The petition does not aim to reduce accidents, the road is not residential so the 300vph criteria is not applicable and...'

In response to this FOI (https://www.whatdotheyknow.com/request/p...) officers stated:

'The traffic management policy does not distinguish between classified and unclassified roads, therefore it is applicable to all roads managed by the Council.'

Please confirm which of the statements given in the FOI responses is true.

Yours faithfully,

Jon Irwin

Freedom Of Information,

Dear Mr Irwin,

Thank you for your email received on 12/02/2019.

Whilst I appreciate that you may have your concerns about the Council’s
traffic management policy, I must advise you that under the Freedom of
Information Act we are not able to discuss the detail of the policies or
to give further interpretations of the information that has already been
provided.  In applying the requirements of the FOI Act, the Information
Commissioner expects public authorities to specifically identify or not
whether the recorded information requested is held, and to provide it, as
appropriate.  Therefore, I regret in this case that we cannot devote
further time or resources to discussing Council policy as that is beyond
the remit of the FOI Act.

However, please be aware that if you do not feel that your requests have
been dealt with properly, then you have the option of contacting the
Information Commissioner’s Office at: ICO, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.
