1. Please provide a copy of the concession agreement in place between CGRAS and HSENI which commenced 1st April 2019 for the next 5 years period and applicable schedules in their entirety.

2. Who is / was the current concession agreement manager and previous mangers in the last 9 years?

3. With reference to schedule 1 - 11.4/11.5 Can HSENI please provide evidence of due diligence of the gas concession agreement with reference to the above schedule full detailed reports from the concession holder?

4. With Ref to Schedule 1 " Stake Holder Engagement" as per the concession agreement please provide copies for the past 9 years operation annual review 20.2

if for some reason it is deemed my requests to be outside the allocated cost please start from No1 and stop when the cost is exceeded

I refer to your request for information under the above Act.

 

You asked us a number of questions (set out below) under the general
heading ‘concession agreement CGRAS & hseni and other’.

 

1. Please provide a copy of the concession agreement in place between

Information not held.

I can confirm we hold partial information falling within the scope of this

Management of Gas Installer Registration Scheme

 

Activity:  MHGT will manage the relationship with Gas Safe Register to
ensure the registration of gas installers. The Gas Safe Register is
currently run by Capita Gas Registration and Ancillary Services (CGRAS) on
behalf of HSENI under a contract which expires on 31 March 2019. MHGT will
work with HSE to appoint a new provider, from 2019 to run the Gas Safe
Register in the UK. 

 

2017 - 2018

Management of Gas Installer Registration Scheme

 

Activity:  MHGT will manage the relationship with Gas Safe Register to
ensure the registration of gas installers.

 

2016 - 2017

Clarification required.

 

As HSENI’s previous contract with CGRAS holds no reference to ‘schedule 1
– 11.4 / 11.5, we are unable to answer this request.

 

4. With Ref to Schedule 1 " Stake Holder Engagement" as per the concession
agreement please provide copies for the past 9 years operation annual
review 20.2

 

Clarification required.

 

The contract between HSENI and CGRAS holds reference to a point ’20.2” as
set out below, however it makes no reference to Stake Holder Engagement:

 

20.2 lf the dispute remains unresolved between the parties after fourteen
(14) days after it has been referred to the directors of the parties
pursuant to Clause 18 .1 above, then:

 

20.2.1          If the parties so agree, the parties may proceed to
mediation provided by the Centre or Dispute Resolution (or such other body
as the parties may Agree or……….

 

We are therefore, unable to process this request.
