Computer Science academics' roles with external companies

We're waiting for Alex Jones to read a recent response and update the status.

Dear university data officer,

I would like to make an FOI request for the following information:

* Where academics in your computing/computer science department have disclosed details of work they have done with external private companies alongside, or during a break from, their work at your university, whether on a full time or part time basis, on a permanent or temporary contract or on a consultancy basis. I'd like the information on which academics have worked for which companies, and any available/disclosable information on payment for and duration of the work.

* Where your computing/computer science department, or individual academics or research groups within the department, have received grants or funding from external private companies or individuals. I'd like the information on who provided the funding, to whom, and when.

I am interested in as much information as is available from the beginning of 2013 to today.

Yours faithfully,

Alex Jones

Dear Mr/Ms Jones,

I refer to your information request below (dated 20 August) and my
subsequent acknowledgement.

In the University’s view, some of the information you seek is likely to be
the personal data of a third party.  The Freedom of Information (Scotland)
Act 2002, is applicant blind i.e. the University would not normally be
expected to make enquiries of an applicant as to why they seek
information. However, where responding to an information request may
involve the release of personal data, then in order to make a judgement as
to whether it can be fair and lawful to release this into the public
domain or otherwise, the University can ask an applicant for their
legitimate interests in accessing the information in question.

I would be grateful if you could, by return, set out your legitimate
interests in seeking the information as detailed in your request of 20
August, 2018.  This request is being made in line with the Scottish
Information Commissioner’s guidance on good practice in this area.  It is
only fair that I point out that you are not obliged to give your reasons
however, provision of this information will allow the University to give
your request due consideration.

I await hearing from you and if you have any questions or require any
assistance let me know.

Yours sincerely,

June

Dear June,

The aim is to understand the amount of money different private organisations are putting into the top computing departments in the UK, and to understand the potential influence this is having on the direction of research in these top departments. As these academics and departments typically receive significant amounts of public funding, it is in the public interest to understand the other interests which may influence the direction of research in the departments. Whilst direct funding of projects may have been disclosed as conflicts of interest, this will not always have been the case, and the data I have requested is necessary to gain a comprehensive view of potential (direct or less direct) financial forces of influence on the direction of research.

Yours sincerely,

Alex Jones

Freedom of Information, University of St Andrews

Dear  Alex,

I refer to our earlier email correspondence in relation to your request
for information under the Freedom of Information (Scotland) Act 2002 and
appreciate you taking the time to outline your legitimate interests in the
information you have requested.   I confirm the processing of your enquiry
is well underway however, I am writing to give you advance notice that
unfortunately, it is not going to be possible to get a response to you by
Monday's deadline date.  The start of term is an extremely busy time for
the University and this has had an impact on the availability of
colleagues who need to be consulted on your enquiry as part of the data
collection exercise.

I apologise for any inconvenience caused by this delay and anticipate
being in a position to issue a response during the week of 24 September,
2018 with a response being with you no later than the end of that week.

It would be much appreciated if you were agreeable to allowing the
University some leeway in this respect and I will be back in touch in due
course.

Yours sincerely,

June
