Dear Mr Chait

Information Request - 001678/17

With regard to your request received on 10 October 2017, please find our
response attached and below.

In terms of the Freedom of Information Act of 2000, and subject to section
40(2) on personal data, could you please provide me with a complete and
up-to-date list of all business (non-residential) property rates data for
your local authority, and including the following fields:

- Billing Authority Reference Code (linking the property to the VOA
database reference)

- Firm's Trading Name (i.e. property occupant)

- Full Property Address (Number, Street, Postal Code, Town)

- Occupied / Vacant

- Date of Occupation / Vacancy

- Actual annual rates charged (in Pounds)

Over the last few years we have received a number of FOI requests which
ask for a list of commercial premises within the city.  The attached
spreadsheet has been created in response to these requests and has been
published since December 2015.  It is as it will be seen on our new web
page once it is up and running; however it will be published in CSV and
editable PDF format.  The following text will also be included on this
webpage.

The attached data is limited to the following:

o property reference number
o company name (if registered as such) and address
o company contact address where it is not an individual’s home address
o property description
o rateable value
o appropriate relief

Information not supplied or removed (replaced with the word REDACTED) –

o account references
o all individual’s names except council staff above the level of City
Manager
o write on’s and write off’s (due to the amount of time involved)
o liability start date (due to the amount of time involved)

Due to the way the council’s business rates systems are structured we are
unable to provide liability start dates or write on and offs without
individually examining each account and all the properties associated with
it.  This has not proved to be possible within the time and cost limits
set out in the Freedom of Information and Data Protection (Appropriate
Limit and Fees) Regulations 2004.

Although information supplied in response to your request may be in a
Microsoft Excel format please feel free to contact us should you wish the
information to be supplied in an alternative more readable/reusable
format.

We hope that you will be satisfied with our response and should you
require any further information then please do not hesitate to contact
us.

Yours sincerely

Dear Information Governance,

Thank you for providing me your data. Are you able to advise if you are also able to provide me with the occupancy status of each property (occupied/void)? This field is not present in your data.

Yours sincerely,

Gavin Chait

Dear Mr Chait

Please accept our apologies for overlooking this part of your request.

Due to a change in the Business Rates system, the column containing the occupied/void status is no longer reportable so is not provided on the spreadsheet. However, the Business Rates team have been able to produce a separate spreadsheet containing a list of empty properties, therefore please find this attached. This report was produced on the 2nd August 2017 and an updated report should be available in the next few weeks.

Yours sincerely
