2. How many complaints made against Mrs. S. A. Bosson, have been recorded, investigated and who made these decisions?

3. How many complaints made against Mrs. S. A. Bosson, have been dismissed, not investigated and who made these decisions?

4. Supply the manner and dates, of the complaints made against Mrs. S. A. Bosson.

5. Supply the dates the complaints made against Mrs. S. A. Bosson were recorded and investigated?

6. Who conducted the investigations into the complaints made against Mrs. S. A. Bosson?

7. Who made the final decision on the complaints regarding Mrs. S. A. Bosson?

Further to my email dated 5 May 2010, I set out below a more
comprehensive response to your request for information under the Freedom
of Information Act received by email dated 15 April 2010.

Secion 1 of the Freedom of Information Act 2000 (FOIA) places two
duties on public authorities. Unless exemptions apply, the first duty
at, Section 1(1) (a), is to confirm or deny whether the information
specified in a request is held. The second duty at, Section (1) (b), is
to disclose information that has been confirmed as being held.

My response to your numbered questions is as follows:

Questions 1 to 9

This notice acts as a refusal notice under the provisions of S17 (1) of
the Freedom of information Act 2000, by virtue of the listed exemption
Section 40 (2) Personal Information. Section 40 is an absolute
exemption and does not require the public interest to be considered.
This should not be taken as confirmation or denial that Gwent Police
Authority does or does not hold the information you have requested.

Questions 10 and 11

This information is exempt information under Section 21 (1) of the
Freedom of Information Act 2000 on the grounds that it is readily
available on Gwent Police Authority*s website which can be accessed
using the following link

The Freedom of Information Act is a public disclosure regime, not a
private regime. Any information disclosed under the Act is thereafter
deemed to be in the public domain, and therefore freely available to the

Dear Gwent Police Authority,

I am officially requesting an internal review be carried out concerning the Freedom of Information request made dated 15 April 2010 and the response received from Neil Phillips (Treasurer & Deputy Chief Executive Gwent Police Authority).

This internal review is requested following the Gwent Police Authority's refusal to:-

a. Confirm or deny if the information requested still exists within Gwent Police Authority records.

b. Release public information relating to a public servant, Mrs S. A. Bosson Chief Executive of the Gwent Police Authority.

c. Release the official procedure to the public regarding, "the official procedure for submitting a complaint regarding any members of the Gwent Police Authority, including the Chair of the Gwent Police Authority?" Stated as, the Gwent Police Authority's website does not explain how to submit an official complaint regarding the Chairperson of the Gwent Police Authority and the Gwent Police Authority's official website contradicts what a complainant was told by the Gwent Police Authority when submitting an official complaint regarding Mrs S. A. Bosson Chief Executive of the Gwent Police Authority.

I await the Gwent Police Authority's response to this internal review request.

I refer to your email dated 13 May 2010 requesting an internal review
of my response to your
Freedom of Information request received on 15 April 2010.

Having reviewed the situation I comment as follows:

Your Questions 1 to 9

The response to your questions 1 to 9 given in my email of 6 May 2010
is confirmed.

Your Questions 10 and 11

Again I confirm the response to these questions given in my email of 6
May 2010. However, it is clear from the answer I gave that the
information you sought is available on the Police Authority website.
For clarification purposes, the procedure for registering a complaint
against the Chair of the Authority is the same as for a complaint
against any member of the Authority.

I cannot comment on the alleged contradiction between the website and
what a complainant was told without the relevant details, i.e., the name
and address of the person told and the date of the letter.

As stated previously, if you are dissatisfied with the handling of your
