our ref GSA/243/15

with regard to your recent FOI request below.  I note it is substantially
similar to a previous one submitted by you to which we respond on 19th Jan
 - our ref GSA/78/15.  I note there has been less than 60 days between you
submitting the two requests.

With regard to the whole of your request below, Greater Manchester Police,
(GMP), does not hold the information that you have requested in an easily
retrievable format.  To provide the data requested would involve a manual
search of complaint records held on all divisions of GMP to ascertain if
any such complaint has been submitted at a local level.  I note previously
we have advised you that no such complaints are held within the PSBi of
GMP.

Therefore, as per Section 12(1) of the Freedom of Information Act 2000,
the cost of providing you with the information is above the amount to
which we are legally required to respond i.e. the cost of locating and
retrieving the information exceeds the ‘appropriate level’ as stated in
the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.

In accordance with the Freedom of Information Act 2000, this letter acts
as a Refusal Notice.

In compliance with section 16 - the duty to provide advice and assistance
- I can advise that in order for your request to be brought within the
compliance fees limit the data sought would have to be reduced, e.g. a
shorter time period coupled with specifying a division of GMP.  At this
stage any result cannot be guaranteed as that would depend upon the number
of records to be manually assessed.

I also note that during a conversation with my colleague, Caroline Barker,
as a result of our response to your previous similar request, you made
reference to personal data held about in you in this regard.  It should be
noted that the FOI Act 2000 would not be the correct legislation to
utilise to obtain copies of personal data as such requests would be exempt
pursuant to section 40 of the Act.  However section 7 of the Data
Protection Act 1998 would be the correct process to obtain personal data -

a subject access request with GMP.

COMPLAINT RIGHTS

Thanks for doing this FOI. I have suffered gaslighting (I only discovered there was a name for this appalling abuse very recently) and my daughter is also being gaslighted, I'm trying to put a stop to this awful abuse which is ruining our lives.

It would have been "helpful" if the FOI had clarified how many of those complaints were actually best resolved for the victim?

I wonder what the timeline is for the dates they supplied and whether any of those figures double up on each other?

What I do know is that Greater Manchester Police have gaslit me since 2004; half a year after they abandoned a traumatised and vulnerable child at my home address just hours after he found his Mother dead.

A)
Can you imagine how traumatised that child must have been?

B)
Should it have taken me 2 years to get counselling for the reserved boy?

Not one of my requests for help or any of my complaints about the lack of support were progressed by GMP since 2004.

In 2017, I started copying in the Ombudsman, IOPC and relevant Commissioners & Members Of Parliament. But my situation has become challenging after I protested in Parliament on 12.12.18 - I now seem to be arrested on a monthly basis by the police officers who I had sought help from within my first year of moving to Suffolk.

A police force using public funds to gaslight against someone who is vulnerable is just evil.

But it takes a particularly nasty and seemingly corrupt police force who gaslights someone after they intervened to care for a vulnerable child who had been let down by a poorly run police force - it is beyond evil isn't it?
