In response to the email sent dated 21 January 2010, we still state that the IPCC (caseworker Ian Drew, complaint reference 2009/014954) wrote to the complainants, clearly emphasising that, “Gwent Police Authority to dispense with the complaint they recorded on 17 August 2009”.

Are you the Gwent Police Authority stating, an Independent body are supplying inaccurate information to the public?

This follows you, Sian Curley clearly admitting that the Gwent Police Authority have already supplied inaccurate data, in connection with this freedom of information request.
Following is the quote on this site, from the Gwent Police Authority email dated 11 December 2009:-

Further to your letter dated 27 November 2008 in connection with the Williams Family letter dated 22 November 2008.

Firstly, you Mr. Andrews intended to refer the Williams Family letter to the Chairman of the Standards Committee. To the date to this letter, dated 24 July 2009, no response has been received from the Standards Committee.

Secondly, further corruption has occurred (this includes a targeted burglary relating to this case of ongoing corruption). Find enclosed copy of letter dated 12 March 2009 from the IPCC, where the IPCC upheld an appeal relating to a serious complaint involving the Chief Constable of Gwent Police, Mr. Mike Giannasi.

Extract taken from letter dated 29 March 2009 to Rt. Hon Gordon Brown PM

Friday Night/Saturday Morning 13/14 March 2009 the Williams Family privately owned garage was subjected to a targeted burglary. Out of a block of twenty-four garages, it was the only garage that was broken into. To do this the culprits had to smash off two substantial padlocks, which were attached to the garage frame. The other garages that have more, similar or are less secure were not touched. Neighbouring garages are publicly known as storage premises for businesses, containing a variety of valuable goods, these weren’t touched.

Reluctantly, Gwent Police were called, an officer attended, took no formal statement, the officer was informed of the ongoing police corruption and harassment towards the Williams Family and of the upheld complaint against Chief Constable Mike Giannasi. The police investigation was abruptly closed days later.

The Williams Family perceived this targeted burglary as a warning/threat, as a letter dated 12 March 2009 from the IPCC upheld a complaint involving the Chief Constable of Gwent Police, Mike Giannasi. End of extract

25 March 2009. At 15.45 a police officer called at the Williams Family Home. The Williams Family invited the officer into the family home, for privacy reasons. Once the officer knew he was to be videoed whilst inside the Williams Family Home, the officer refused to explain why he was at the house and stated his inspector had instructed him to leave if he was to be videoed. Mr. Williams requested the name of the police inspector, the officer replied an inspector in Cwmbran Station. Mr. Williams asked again the name of the inspector, the officer would not answer. The police officer was then asked his name, the officer simply walked away from the home.
A. Why was this officer afraid to be videoed?
B. Why wouldn't this officer give his name and the inspector’s name?
C. Did this officer visit the Williams Family Home off the record, as PS Payne did on Boxing Day?
D. What will happen next? Will the Williams Family simply become a statistic of another mysterious crime, like the crime that occurred on 13/14 March 2009?
Police have the right to wear Helmet Cams, so why is it different for the general public to protect their rights?

Since the abrupt closure of the non- existent investigation by Gwent Police of the targeted burglary upon the Williams Family property, communication has been made with the Chair of the Gwent Police Authority, Ms. Davies (these items of correspondence should obviously be found within GPA records). This has resulted in Gwent Police being able to dismiss the targeted burglary investigation and force the attention to a police complaint. This will ultimately allow the clerk of the GPA, Ms. Bosson to concentrate the complaint on the Chief Constable (An ongoing procedure of Ms. Bosson, clerk GPA). The Chief Constable ultimately becomes responsible for perverting the course of justice and misconduct within a public office in relationship to the corruption committed by Gwent Police Officers involved within the Williams Family case. These accusations made against the Chief Constable can then be simple dispensed of, allowing the corruption to continue.

The Williams Family are once again approaching you, Mr. Andrews for your assistance, as Gwent Police Authority pledge, the authority:-

Consults widely with local people about the policing of their area
Monitors everything the police do and how well they perform against the targets set by the authority
Makes sure local people get best value from their local police
Oversees complaints against the police and disciplines senior officers

Please acknowledge receipt of this letter by 3 August 2009 and ultimately you Mr. Andrews address the GPA Board and initiate an investigation into the corruption involving certain police officers and certain members of the Gwent Police Authority. Please notify the Williams Family of your intentions by 15 August 2009.

Further to your, Ian Drew’s letter dated 6 October 2009, it appears Ms. S. A. Bosson of the Gwent Police Authority has intentionally misled the Independent Police Complaints Commission and the Williams Family in regards to a letter that was issues to members of the Board of the GPA, addressed to Councillor Harry Andrews MBE JP & Mr. Ledbetter OBE DL, letters dated 24 July 2009.

As you, the IPCC can clearly see from the enclosed copy of the letter addressed to Councillor Harry Andrews MBE JP (highlighted for ease of reference), the last paragraph, a request is made to the Board of the GPA to investigate into the corruption involving certain officers and certain members of the Gwent Police Authority. Please note that NO request was made regarding a complaint against the Chief Constable of Gwent Police.

A response was then received by the Williams Family from Councillor H Andrews, on Chief Executive Shelley A. Bosson’s letter headed paper. (Previous correspondence received from Councillor H. Andrews was upon his own letter headed paper.) This item of correspondence was confidently redirected to Mrs. Shelley Bosson, who forms part of the corruption detailed within the Williams Family letter dated 24 July 2009.

The Williams Family did not submit a complaint regarding the Chief Constable, M. Giannasi to Harry A Andrews MBE JP & Mr. Ledbetter OBE DL, letters dated 24 July 2009. The family were simply explaining the extremes that officer working under the control of the Chief Constable M. Giannasi and Ms. S. A. Bosson had pursued in the attempt to cover up the corruption and prevent the Williams Family obtaining justice in regards to the shocking case of corruption.

Within the letter dated 24 July 2009, addressed to Harry Andrews MBE JP & Mr. Ledbetter OBE DL, the Williams Family predicted Ms. S. A. Bosson’s course of actions. (Highlighted for ease of IPCC reference.)
Ms. S. A. Bosson’s letter dated 17 August 2009 (no reference number appears on Ms. Bosson letter), clearly states the GPA is recording a complaint against the Chief Constable. This follows the Williams Family prediction (24 July 2009 which is highlighted). This is a convenient method of Ms. Bosson to ultimately form a foundation to have the investigation into the targeted burglary involving the Williams Family property to be dispensed of by the IPCC, on a fictitious application.

IT MUST BE STATED ON 3 September 2009, that D.I. ROBERTS (Gwent Police Standards Department) emphasised (on Gwent Police’s audios tape & THE Williams Family video tape) that the Standards Dept. had made contact with the IPCC and to the date of the meeting (3 September 2009) there were no outstanding complaints with the IPCC in connection with the Williams Family.

Please explain:-

1. When and where did Ms. Bosson apply for dispensation in regards a complaint against the Chief Constable of Gwent Police, fabricated by Ms. Bosson? This is stated, as within the letter dated 17 August form Ms. Bosson there is no mention of an application for dispensation regarding the complaint against the Chief Constable.
2. How has the complaint, in connection with the targeted burglary, suddenly appeared dated 17 August 2009, as there was no record with the IPCC of this complaint, on the 3 September 2009, as confirmed by D. I. Roberts on video tape?

To reiterate, the complaint issued to the GPA Board members was NOT in connection with the Chief Constable of Gwent Police, as Ms. Bosson claims and in fact Ms Bosson should not have been in contact with the IPCC regarding this complaint made against Ms Bosson and the GPA ongoing corruption, unless the IPCC rules and regulations have altered. If this is in fact true, please inform the Williams Family of the procedures of how to submit a complaint regarding Police Authorities/members to the IPCC.

this letter, dated 24 July 2009, no response has been received
from
the Standards Committee.

Secondly, further corruption has occurred (this includes a
targeted
burglary relating to this case of ongoing corruption). Find
enclosed copy of letter dated 12 March 2009 from the IPCC, where
the IPCC upheld an appeal relating to a serious complaint
involving
the Chief Constable of Gwent Police, Mr. Mike Giannasi.

Friday Night/Saturday Morning 13/14 March 2009 the Williams
Family
privately owned garage was subjected to a targeted burglary. Out
of
a block of twenty-four garages, it was the only garage that was
broken into. To do this the culprits had to smash off two
substantial padlocks, which were attached to the garage frame.
The
other garages that have more, similar or are less secure were not
touched. Neighbouring garages are publicly known as storage
premises for businesses, containing a variety of valuable goods,
these weren’t touched.

Reluctantly, Gwent Police were called, an officer attended, took
no
formal statement, the officer was informed of the ongoing police
corruption and harassment towards the Williams Family and of the
upheld complaint against Chief Constable Mike Giannasi. The
police
investigation was abruptly closed days later.

The Williams Family perceived this targeted burglary as a
warning/threat, as a letter dated 12 March 2009 from the IPCC
upheld a complaint involving the Chief Constable of Gwent Police,
Mike Giannasi. End of extract

25 March 2009. At 15.45 a police officer called at the Williams
Family Home. The Williams Family invited the officer into the
family home, for privacy reasons. Once the officer knew he was to
be videoed whilst inside the Williams Family Home, the officer
refused to explain why he was at the house and stated his
inspector
had instructed him to leave if he was to be videoed. Mr. Williams
requested the name of the police inspector, the officer replied
an
inspector in Cwmbran Station. Mr. Williams asked again the name
of
the inspector, the officer would not answer. The police officer
was
then asked his name, the officer simply walked away from the
home.
A. Why was this officer afraid to be videoed?
B. Why wouldn't this officer give his name and the inspector’s
name?
C. Did this officer visit the Williams Family Home off the
record,
as PS Payne did on Boxing Day?
D. What will happen next? Will the Williams Family simply become
a
statistic of another mysterious crime, like the crime that
occurred
on 13/14 March 2009?
Police have the right to wear Helmet Cams, so why is it different
for the general public to protect their rights?

Since the abrupt closure of the non- existent investigation by
Gwent Police of the targeted burglary upon the Williams Family
property, communication has been made with the Chair of the Gwent
Police Authority, Ms. Davies (these items of correspondence
should
obviously be found within GPA records). This has resulted in
Gwent
Police being able to dismiss the targeted burglary investigation
and force the attention to a police complaint. This will
ultimately
allow the clerk of the GPA, Ms. Bosson to concentrate the
complaint
on the Chief Constable (An ongoing procedure of Ms. Bosson, clerk
GPA). The Chief Constable ultimately becomes responsible for
perverting the course of justice and misconduct within a public
office in relationship to the corruption committed by Gwent
Police
Officers involved within the Williams Family case. These
accusations made against the Chief Constable can then be simple
dispensed of, allowing the corruption to continue.

The Williams Family are once again approaching you, Mr. Andrews
for
your assistance, as Gwent Police Authority pledge, the
authority:-

Consults widely with local people about the policing of their
area
Monitors everything the police do and how well they perform
against
the targets set by the authority
Makes sure local people get best value from their local police
Oversees complaints against the police and disciplines senior
officers

Please acknowledge receipt of this letter by 3 August 2009 and
ultimately you Mr. Andrews address the GPA Board and initiate an
investigation into the corruption involving certain police
officers
and certain members of the Gwent Police Authority. Please notify
the Williams Family of your intentions by 15 August 2009.

Ms. S. A. Bosson of the Gwent Police Authority has intentionally
misled the Independent Police Complaints Commission and the
Williams Family in regards to a letter that was issues to members
of the Board of the GPA, addressed to Councillor Harry Andrews
MBE
JP & Mr. Ledbetter OBE DL, letters dated 24 July 2009.

As you, the IPCC can clearly see from the enclosed copy of the
letter addressed to Councillor Harry Andrews MBE JP (highlighted
for ease of reference), the last paragraph, a request is made to
the Board of the GPA to investigate into the corruption involving
certain officers and certain members of the Gwent Police
Authority.
Please note that NO request was made regarding a complaint
against
the Chief Constable of Gwent Police.

A response was then received by the Williams Family from
Councillor
H Andrews, on Chief Executive Shelley A. Bosson’s letter headed
paper. (Previous correspondence received from Councillor H.
Andrews
was upon his own letter headed paper.) This item of
correspondence
was confidently redirected to Mrs. Shelley Bosson, who forms part
of the corruption detailed within the Williams Family letter
dated
24 July 2009.

The Williams Family did not submit a complaint regarding the
Chief
Constable, M. Giannasi to Harry A Andrews MBE JP & Mr. Ledbetter
OBE DL, letters dated 24 July 2009. The family were simply
explaining the extremes that officer working under the control of
the Chief Constable M. Giannasi and Ms. S. A. Bosson had pursued
in
the attempt to cover up the corruption and prevent the Williams
Family obtaining justice in regards to the shocking case of
corruption.

Within the letter dated 24 July 2009, addressed to Harry Andrews
MBE JP & Mr. Ledbetter OBE DL, the Williams Family predicted Ms.
S.
A. Bosson’s course of actions. (Highlighted for ease of IPCC
reference.)
Ms. S. A. Bosson’s letter dated 17 August 2009 (no reference
number
appears on Ms. Bosson letter), clearly states the GPA is
recording
a complaint against the Chief Constable. This follows the
Williams
Family prediction (24 July 2009 which is highlighted). This is a
convenient method of Ms. Bosson to ultimately form a foundation
to
have the investigation into the targeted burglary involving the
Williams Family property to be dispensed of by the IPCC, on a
fictitious application.

IT MUST BE STATED ON 3 September 2009, that D.I. ROBERTS (Gwent
Police Standards Department) emphasised (on Gwent Police’s
audios
tape & THE Williams Family video tape) that the Standards Dept.
had
made contact with the IPCC and to the date of the meeting (3
September 2009) there were no outstanding complaints with the
IPCC
in connection with the Williams Family.

Please explain:-

1. When and where did Ms. Bosson apply for dispensation in
regards
a complaint against the Chief Constable of Gwent Police,
fabricated
by Ms. Bosson? This is stated, as within the letter dated 17
August
form Ms. Bosson there is no mention of an application for
dispensation regarding the complaint against the Chief Constable.
2. How has the complaint, in connection with the targeted
burglary,
suddenly appeared dated 17 August 2009, as there was no record
with
the IPCC of this complaint, on the 3 September 2009, as confirmed
by D. I. Roberts on video tape?

To reiterate, the complaint issued to the GPA Board members was
NOT
in connection with the Chief Constable of Gwent Police, as Ms.
Bosson claims and in fact Ms Bosson should not have been in
contact
with the IPCC regarding this complaint made against Ms Bosson and
the GPA ongoing corruption, unless the IPCC rules and regulations
have altered. If this is in fact true, please inform the Williams
Family of the procedures of how to submit a complaint regarding
Police Authorities/members to the IPCC.

As Mr Petch's letter dated 3 March 2008 stated "If they decided not to record this you would have the right of appeal to the IPCC against that decision". Following the Chief Constable Giannasi response to this complaint, an appeal is now being made to you regarding this decision.'

Gwent Police Authority wrote to the Williams family on 18th March 2009
stating that the complaint had been upheld by the IPCC and was being
forwarded to the Professional Standards Department in order for them to
revord the complaint. The Police Authority was advised by the IPCC on
16th March 2009 that the matter was for the Professional Standards
Department to record of Gwent Police rather than the Police Authority.

As I informed you in my e-mails of 20th and 21st January 2010 the IPCC
used the date of our letter to them (17th August 2009) when stating that
the complaint had been recorded whereas we actually recorded the
complaint on 28th July 2009. We have discussed this with the IPCC and
reviewed our practice in order to ensure that the date provided to
complainants is the date of the actual recording (28th July 2009 in this
case).

All other questions raised in your original FOI request have been
addressed.

Complaints against senior officers of Assistant Chief Constable should be recorded and dealt with by the police authority.

For officers below that rank the professional standards department should record and deal with the matters.

From the correspondence above it appears that this matter would be best looked into by another police force.

We are not at all convinced that the IPCC is independent and wish you the best of luck in progressing your case.

Dear Police Authority,

In regards to the email you, the Gwent Police Authority sent dated 24 February 2010, it must be emphasised that you, the Gwent Police Authority are not abiding by the law. As you the Gwent Police Authority failed to record an official complaint made against the Chief Constable of Gwent Police M. Giannasi. That was upheld by the Independent Police Complaints Commission letter dated 12 March 2009.

On the 12 March 2009, the Independent Police Complaints Commission letter stated, to the Williams Family that,

“This letter is about your appeal against Gwent Police Authority which we received on12 January 2009, via letter addressed to Mr. Nick Hardwick.”

“You should now expect Gwent Police Authority to contact you regarding the actions that I have asked them to take.”

The Independent Police Complaints Commission would not have involved the Gwent Police Authority if the complaint did not involve a senior ranking officer. In this instance the Chief Constable of Gwent Police M Giannasi.

For clarification, the Gwent Police Authority are admitting for public records that, the Gwent Police Authority have failed to record a complaint involving Chief Constable M. Giannasi within 10 working days, so as to comply with the Independent Police Complaints Commission’s statutory Guidance. Thus you, the Gwent Police Authority have broken the law.
Therefore,

1. Why did the Gwent Police Authority neglect to record and deal with the complaint (as instructed by the Independent Police Complaints Commission), made against Chief Constable M. Giannasi, which was made reference to in the IPCC letter, dated 12 March 2009, sent to the Williams Family?

2. Why, did the Gwent Police Authority insist on fabricating a complaint, in the name of the Williams Family, against the Chief Constable of Gwent Police, M. Giannasi recorded:-

a. On 17 August 2009, by IPCC official documentation submitted to the Williams Family

b. On 28 July 2009, alleged by GPA as NO official documentation has been supplied by the GPA to the Williams Family.

There was no complaint submitted, in July 2009 to the GPA in regards to the Chief Constable of Gwent Police M. Giannasi made by the Williams Family. The letter of complaint clearly refers to the Chief Executive of the Gwent Police Authority, Mrs. S. A. Bosson and was submitted to individuals on the Board of the Gwent Police Authority.

As stated in the letter, dated 24 July 2009 to GPA Board Member H. Andrew, the GPA/Mrs. S. A. Bosson had an ulterior motive for placing a complaint on the Chief Constable of Gwent Police M. Giannasi. This was to conceal the targeted burglary upon the Williams Family property, that occurred immediately after the IPCC upheld the complaint made against Chief Constable M. Giannasi dated 12 March 2009 (This upheld complaint against M. Giannasi, you the GPA refuse to acknowledge and neglected to record). This action committed by Mrs. S. A. Bosson was predicted in the letter to Board Member H. Andrews.

recorded by the Professional Standards Department of Gwent Police rather
than the Police Authority.

In response your second question, Gwent Police Authority's Professional
Standards Committee had previously dealt with your complaints regarding
the Chief Constable and Chief Executive and it was considered that your
letter to members of the Authority attempted to resurrect those
complaints therefore no further action was taken.

We feel that responses have been provided to your questions therefore

Dear Police Authority,

In regards to the email you, the Gwent Police Authority sent
dated
24 February 2010, it must be emphasised that you, the Gwent
Police
Authority are not abiding by the law. As you the Gwent Police
Authority failed to record an official complaint made against the
Chief Constable of Gwent Police M. Giannasi. That was upheld by
the
Independent Police Complaints Commission letter dated 12 March
2009.

On the 12 March 2009, the Independent Police Complaints
Commission
letter stated, to the Williams Family that,

“This letter is about your appeal against Gwent Police
Authority
which we received on12 January 2009, via letter addressed to Mr.
Nick Hardwick.”

“You should now expect Gwent Police Authority to contact you
regarding the actions that I have asked them to take.”

The Independent Police Complaints Commission would not have
involved the Gwent Police Authority if the complaint did not
involve a senior ranking officer. In this instance the Chief
Constable of Gwent Police M Giannasi.

For clarification, the Gwent Police Authority are admitting for
public records that, the Gwent Police Authority have failed to
record a complaint involving Chief Constable M. Giannasi within
10
working days, so as to comply with the Independent Police
Complaints Commission’s statutory Guidance. Thus you, the Gwent
Police Authority have broken the law.
Therefore,

1. Why did the Gwent Police Authority neglect to record and deal
with the complaint (as instructed by the Independent Police
Complaints Commission), made against Chief Constable M. Giannasi,
which was made reference to in the IPCC letter, dated 12 March
2009, sent to the Williams Family?

2. Why, did the Gwent Police Authority insist on fabricating a
complaint, in the name of the Williams Family, against the Chief
Constable of Gwent Police, M. Giannasi recorded:-

a. On 17 August 2009, by IPCC official documentation submitted to
the Williams Family

b. On 28 July 2009, alleged by GPA as NO official documentation
has
been supplied by the GPA to the Williams Family.

There was no complaint submitted, in July 2009 to the GPA in
regards to the Chief Constable of Gwent Police M. Giannasi made
by
the Williams Family. The letter of complaint clearly refers to
the
Chief Executive of the Gwent Police Authority, Mrs. S. A. Bosson
and was submitted to individuals on the Board of the Gwent Police
Authority.
