Dear High Speed Two (HS2) Limited,

On 2nd November 2016, Paul Griffiths, HS2 Phase 2 Development Director, stated in a news items on the ITV Calendar regional new programme that there would be 'two thirds more people within 100 metres of the route on the Meadowhall [2013 consulted] route than there are on the M18 eastern route [announced 7th July 2016]'.

HS2 have therefore undertaken a count of the number of people within 100 metres of the route on both of these route options.

For the purpose of answering these questions, any reference to 'the route' means the centre point of the two main high speed tracks.

I am writing to request an internal review of High Speed Two (HS2) Limited's handling of my FOI request 'Comparison of Number of People Residing Along The Two Route Options - Sheffield to Leeds'.

With reference to FOI request FOI 16-1624, your reply states:

'I have investigated your request and I can confirm that we do not hold information in relation to your request. This is because HS2 Ltd does not hold information regarding the numbers of people that live by the route. I can confirm we hold some information on the amount of dwellings within a set distance of the surface route'.

On 2nd November 2016, Paul Griffiths, HS2 Phase 2 Development Director, stated in a news items on the ITV Calendar regional news programme that there would be 'two thirds more people within 100 metres of the route on the Meadowhall [2013 consulted] route than there are on the M18 eastern route [announced 7th July 2016]'. This programme dealt with the regional, and highly contentious issue of the HS2 route through South and West Yorkshire.

On page 86 of the Phase 2b Temple RSK Sustainability Statement including Post Consultation Update Volume 1 published 16th November 2016, paragraph 7.7.2 states that Table 7.1, also on page 86, 'shows the number of people predicted to experience noise impacts' but the table does not indicate the number of people that are predicted to experience noise impacts, and instead indicates the number of dwellings that are likely to experience such noise impacts.

Your reply to FOI 16-1622 states that you do not hold information about the number of dwellings in each compensation band, nor do you hold information about the number within 100 metres of the line, for each consulted route option, from Sheffield to Leeds.

Your reply to FOI 16-1624 states that you do not hold information about the number of people residing in each compensation band, nor do you hold information about the number within 100 metres of the line, for each consulted route option, from Sheffield to Leeds.

HS2 Limited are clearly promoting the 7th July 2016 M18 Eastern Route, from Sheffield to Leeds, as being a scheme that has a lower adverse impact for people residing in close proximity to the route through South and West Yorkshire in comparison to the previously consulted 2013 Meadowhall route, yet you state that you do not hold information to support this claim. You claim to not hold information on the number of people that would be impacted by each route, and also you claim to not hold information on the number of residential dwellings that would be impacted by each route.

Furthermore your misleading response to FOI 16-1662 makes reference to numbers for 'an alternative' Meadowhall route that is an invention on your part, does not form part of my question, is not under consideration by Government, and is therefore wholly irrelevant.

HS2 Limited should not be promoting the 7th July 2016 M18 Eastern Route by making unresearched and potentially false statements about the adverse impact for residents living in close proximity to the route, from Sheffield to Leeds.

Residents living in close proximity to the route have the right to receive accurate and timely information about issues that are about to potentially destroy the lifestyles that they currently enjoy, causing them further significant stress and anxiety over the next few years.

The promotion of this route under false pretences would prejudice the entire consultation process, placing it in jeopardy.

If HS2 Limited do not hold this information, it is imperative that you should, forthwith, undertake a count and publicise the numbers of people that would be adversely affected by each consulted route, from Sheffield to Leeds, in a transparent manner that facilitates simple verification of the numbers, one scheme versus the other, by individuals, stakeholders and Government.

Please provide the information requested in FOI 16-1624, on or before 26th December 2016, failing which, the matter will be publicised and Government ministers will be informed of the misleading nature of the information that you are using to promote the M18 Eastern Route

With reference to your reply to FOI 16-1624 dated 25th January 2017, please could you confirm, by return, that your Meadowhall route count is of the number of properties in each band, but using a straight line drawn between the start and end point of the 2013 Meadowhall route, rather than the footprint that the route would actually use.

Please could you forward your response to my message of 25th January 2017.

You've attempted to answer my original question, but your description of the method used for the count suggests that the numbers stated for the Meadowhall 2013 route are, in fact, those for something other than the actual route itself.

Is your count for the 2013 Meadowhall route based on a single straight line between the start and end point of the yellow route detailed on page 20 of the Higgins 'Sheffield and South Yorkshire Report' CS550A published 7th July 2016?

If so, for the sake of clarification, please provide a sketch detailing the precise location / route of that straight line, clearly defining the start and end points.

If not, please provide an accurate sketch of the entire footprint that was used, clearly defining the start and end points.

It shouldn't take you long to simply provide details of the footprint that was used, therefore please reply by return.
