Comparison of Garden Waste arrangements

Dear Buckinghamshire Council,

Please can I have the following information:

- The number of subscribers to the Garden Waste service for 2020, 2021 and currently 2022
- The annual price of subscriptions to each household over the last three periods
- The number of weeks of collection the subscription pays for - over these last three periods
- The total income received by these subscriptions over these last three periods
- The cost to the council of running these Garden Waste collection services over these last three periods
- The names of the contractors (if outsourced) hired to run these services and when those contracts expire
- Whether the Council receives any financial return from the processing of the waste products - and if so - how much - over these last three periods

and please provide these data as a total for the county and broken down into the district authority areas formerly responsible for such services

FYI - I asked a similar set of questions of Cllr Strachan & Mr Rowett mid December but I have had no reply. Hence this FoI request.

Thank you for this information which goes a long way to answering my questions.

However, I would be most grateful if you could confirm a couple of details:

1) You have combined the costs / subscriber numbers / income etc for Wycombe, South Bucks and Chiltern into one figure for the questions I posed (AVDC area as was, is shown separately as requested). Please confirm that you cannot separate out this data into the 3 councils because your accounting systems simply do not allow you to do so? Either now or historically. Ta

2) It has been my understanding that people living in the 'old' Wycombe area do not pay a subscription at all for garden waste to be removed and disposed of by the council contractors. Your data (due to the mashing together) appears to suggest otherwise. Please can you confirm whether the residents of the 'old' Wycombe area do pay a subscription, or not? And if not, approximately how many households in 'old Wycombe' receive this service for 'free' (in comparison to the subscriber models elsewhere in the county)

I am writing to request an internal review of Buckinghamshire Council's handling of my FOI request 'Comparison of Garden Waste arrangements'.

I asked a follow up question based on the information you had previously sent me - which was not presented in the way I sought - nor did it contain information about the old Wycombe area and whether a fee is payable there or not. That was over a month ago and I have heard nothing back. Please respond with either initiation of a review process - or the answers I am seeking.

Can you please indicate what information you believe remains outstanding in regards to this request?

Please note our most recent response, below. Our records indicate this was sent on 16 March.

The number of current paid subscribers is as follows.
Chiltern area: 17,567
South Bucks area: 7261
Wycombe area (2nd subscriptions only): 71

2) It has been my understanding that people living in the 'old' Wycombe area do not pay a
subscription at all for garden waste to be removed and disposed of by the council contractors. Your
data (due to the mashing together) appears to suggest otherwise. Please can you confirm whether
the residents of the 'old' Wycombe area do pay a subscription, or not? And if not, approximately how

Wycombe area residents do not pay for their first subscription. Wycombe area residents are able to
pay for an additional subscription. 71 Wycombe residents currently have an active additional
subscription. 63,730 Wycombe area residents are eligible for their first garden waste collection
without charge, though it should be noted that not all of these residents actively use the service
