Comparing changes in vehicle use during Covid pandemic by analysing SORN applications, new vehicle registrations, change of ownership of used vehicles, and mileage recorded at MOT

Dear Driver and Vehicle Licensing Agency,

I would like to understand how the Covid pandemic and restrictions during the lockdown have affected different aspects of private (not commercial) vehicle usage and I'm specifically interested in comparing the following:
1. The volumes of SORN applications - including whether there has been a shift in the proportion of successful versus rejected applications - so I can have a year on year and trended view, preferably on a weekly basis, and as a proportion of vehicles registered to be on the road. Could this also be viewed at a regional as well as national level, please?
2. A similar comparison to the above for both new car registrations and used car change of ownership V5C applications. I have reviewed the car sales data on the SMMT website; however specifically for used cars, this is limited with only quarterly figures.
3. If possible, I am keen to understand how much of a reduction we've seen in mileage driven during the lockdown and so comparing trends using mileage recorded on the MOT or V5C documents might help with this analysis.

Yours faithfully,
Royston Starling

Dear Mr Starling

Sorry but would you be able to clarify Q3 we are having difficulty understanding what information you seek as MOT's have been extended during the lockdown by Driving Standard and Vehicle agency (DVSA)

Dear FOI,

Thank you for responding so quickly!

Re Q3 of my request, perhaps this is one I should ask about once MOTs get started again as I forgot they had been extended during this period - thanks for the reminder. Ultimately, I'm looking to understand how much average mileage has decreased as a result of the lockdown and as the MOT records the mileage - as does the process to register a new owner of a used car (I know that's an optional field so probably not 100% completion rate) - it felt like this information could give us a view on that compared to previous years.

Yours sincerely,

Royston
