The commissioning procedures of the Combined Authority are set out in the
Contract Procedure Rules in the Combined Authority Constitution (please
see Section 5 – Part C at

Could you also please supply me with the date(s) these procedures have
been in operation since? 

 

This version of the Commissioning and Procurement arrangements have been
incorporated into the Constitution for the Combined Authority since May
2019, but earlier versions were similarly incorporated into the
Constitution.

 

Could you also please supply me with a comprehensive list of circumstances
in which the award of a contract is exempt from these commissioning
procedures ? 

 

Commissioning is a requirement of the Constitution. You will note that
there isn’t a specific exemption within the rules regarding the obligation
to commission.  However there are exemptions in place which mean that the
procurement rules may be varied.   These are contained in paragraphs 10
and 11 of the Contract Procedure Rules.
