Dear Sir/Madam

Request for Information

Thank you for your request for information dated 9 September 2019
(received by the Council that same day) which has been passed to me for
attention.

You have requested the following information:

Please can you provide the current/latest organisational structure for
Children’s Services and Early Years teams – including the names and job
titles of all senior management and strategic heads of departments, budget
holders for training, and development across Children’s Services, along
with contact numbers and email addresses.

See attached information.  With regard to names and job titles of senior
management and strategic heads (who are also the budget holders etc) I
refer you to the following hyperlink to information on the council’s
website:
[1]https://www.angus.gov.uk/council_and_dem...
.  Both Mark Armstrong and Pauline Stephen can be contacted as follows:
Phone: 03452 777 778;  Email: [2][email address]

Please can you provide details of the personal assistant for their senior
management team.

The personal details of staff below Chief Officer level are exempt from
release under Section 38(1)(b) and Section 38(2A) of the Freedom of
Information (Scotland) Act 2002 as it is personal information about
another individual. The Council is unable to release personal information
about another individual where this would breach the General Data
Protection Regulation as officers below Chief Officer level have the
legitimate interest and reasonable expectation that their details are not
made available to the public at large or published on the internet.

Please can you provide a list of external suppliers involved with
Children’s Services, including preferred outsources.

For the purposes of this response it is assumed that the inquiry relates
to all external suppliers in the category of children’s services.

Angus Council’s financial systems do not hold category classification for
its suppliers so definitive information of suppliers restricted to
children’s service is not available. We do however hold analysed
information about our external spend and a spreadsheet is included with
this response (“955-19_Suppliers List.xlsx”) which lists those suppliers
to the Council whom are identified as children’s services suppliers from
the information which those suppliers publish about their business areas.
The accuracy or completeness of this list cannot be guaranteed for that
reason.

Note 1 - Details of Angus Council contracts are available on the council’s
published contracts register available at:

[3]https://www.publiccontractsscotland.gov.....

More information about the basis on which this information published is
given on the following page:

[4]https://www.angus.gov.uk/business/procur....

The register is published in accordance with Section 35 of the Procurement
Reform (Scotland) Ac 2014. It is searchable by using the user defined
parameters visible on screen. It can also be downloaded by inquirers and
analysed further (e.g. using key words). It may be that not every
parameter / field you have requested is published on the register. If so,
further inquiry beyond the published data may be required and this is the
responsibility of the inquirer.

The information given in the published contract register is correct to the
date specified in the register to the best of the council’s knowledge and
belief but no warranty whatsoever is given or implied. Further, no consent
is to be implied on the part of any supplier identified in the register as
to their consent to the re-use, release or other processing whatsoever of
their identifying data.

Note 2 - Some or all of the information contained in this FOISA response
has been extracted from the Scottish Procurement Information Hub which is
a tool to assist public sector organisations to analyse their spend
profile. All suppliers have been allocated to one spend category only,
where in reality they may supply products or services that cover multiple
categories, the supplier may not be allocated to the commodity expected by
the end user and the classification itself may not correlate in every case
to exactly what the Council spent the money on. These limitations should
be borne in mind when interpreting this response.

Hub information is provided subject to the licence terms from the system
hosts and analysts, Spikes Cavell Analytics Limited, which preclude the
re-use of this data by third parties for any commercial purpose.

Note 3 - The information has been “cleansed” to exclude non-commercial
payments to individuals. Spend with suppliers < £1,000 for the year in
total is also excluded. No personal data is included to the best of the
council’s knowledge and belief but no warranty is given or implied.
Further, no consent is to be implied on the part of any supplier
identified as to their consent to the re-use, release or other processing
whatsoever of their identifying data.

Also, could you please provide the names, job titles, contact numbers, and
email addresses of those who are responsible for the commissioning of
services for Children’s Services such as Children’s Homes, Leaving Care,
Fostering, and Youth Offending – including any Councillors who sit on any
children-related committees.

Kathryn Lindsay, the Director - Children, Families and Justice has
responsibility for all aspects of the service.  She can be contacted at
this e-mail address: [5][email address]. Phone: 03452 777
778.

The names of elected members sitting on our Children and Learning
Committee and their contact details are on the council's website:
[6]https://www.angus.gov.uk/council_and_dem...
.  All Councillors are also Corporate Parents.

I hope that this information is of some help to you. Please note that the
information contained in this reply is believed to be accurate as of
today's date (unless otherwise indicated) but no warranty is given.
Further, Angus Council does not accept liability for any loss, injury or
damage which arises from the use of the information contained in this
reply either by you or by any other party. Please refer to the information
set out below which explains your right to complain if you are unhappy
with how the Council has dealt with your request. If you have any queries,
please contact me on 01307 491992 or e-mail
[7][Angus Council request email]

Yours sincerely

Martin Friedrich
