Children’s
1. Who is the main contact/contacts for commissioning services within Children’s social care? Please also provide their job title.
2. Do you currently use an IT system to support your strategic commissioning and contract management? If yes to either, please name the system(s) and details of costs.
3. How many providers do you contract with for Children’s services and are they internal/external?
4. Do you have a performance management framework to monitor the performance of providers?

Further to our acknowledgement email on the 2 ^ December 2013, I am
writing to provide the following response to your enquiry;
I would like to find out the following information from your Adults and
Children’s services commissioners.
Children’s
1. Who is the main contact/contacts for commissioning services within
Children’s social care? Please also provide their job title.
Tracy Allison (Head of Integrated Children’s' Services) and Ross Chick
(Senior Commissioning & Procurement Officer)
2. Do you currently use an IT system to support your strategic
commissioning and contract management? If yes to either, please name the
system(s) and details of costs.
The council uses Due North software which gives us the ability to
undertake e-tendering. This package includes a contract register to
enable full visibility of current council contracts, their value and end
date. Further details are available at;

Contract management relating to the supplier is managed by the contract
owner and is not linked into our IT system at this time.
3. How many providers do you contract with for Children’s services and are
they internal/external?
The Council currently has contracts in place with the external providers
of 29 Residential Children’s homes, 36 Independent fostering providers and
18 Special Educational Needs Schools.
4. Do you have a performance management framework to monitor the
performance of providers?
Yes we monitor individual outcomes and provider performance for all
organisations where we have placed South Gloucestershire Children and
Young People.
Adults

Adult’s social care? Please also provide their job title.
Jon Shaw (Head of Commissioning, Partnerships & Performance).
2. Do you currently use an IT system to support your strategic
commissioning and contract management? If yes to either, please name the
system(s) and details of costs.
The Council currently uses two IT systems to support the commissioning and
contract management of Adult Social Care, CM2000 and Due North. Further
details about the suppliers and costs are available from the Council’s
Contracts Store on the South West Contracts Portal at;

3. How many providers do you contract with for Adult’s services and are
they internal/external?
The Council does not have internal contracts and directly provides 2 care
homes for older people and 5 day services for adults. The Council
currently has contracts for adult’s services with the external providers
of 280 care homes, 117 day services and 36 home care services.
4. Do you have a performance management framework to monitor the
performance of providers?
The Council’s requirements of its external providers of Adult Social Care,
including performance management, are set out in the detailed service
specifications which form part of each contract.
5. Do you currently use micro procurement (also known as micro
commissioning or mini tendering) to arrange services?
The Council currently funds two support services that are similar to micro
commissioning and you can find further details on the WellAware website at

Home Care, Day Services and some care home placements for adults are
arranged through our brokerage team and Social Workers contact some care
home providers direct
