Please confirm whether you are referring to domiciliary care, or
residential care, or both.

Brokerage service procures and places contracts for domiciliary care and
day care.

Social workers place contracts for residential care in consultation with
service users based on assessed needs.

9. What is the proportion of the above? Please provide us with an
estimated split between all of your service types

The vast majority (around 80%) will be domiciliary care contracts.

10. How many providers do you contract with and are they
internal/external?

There are approximately 130 contracts with external care providers. This
does not include internal arrangements.

11. How many contracts and of what type does your councils manage in the
commissioning of adult social care services? e.g. is it referrals to
in-house services, predominantly spot purchasing, purchasing under
framework contracts/agreements, block contracts or cost and volume
contracts

We operate a mixture of arrangements:

·       Framework Agreement for domiciliary care

·       Individual contracts for residential care based on individual
choice

·       In house agreement for in house services e.g. re-ablement,
specialist day services for learning disabled adults

·       There are around 30 contracts with third sector organisations
(included in the figure provided above) for specific services e.g.
advocacy, benefits advice, day opportunities, respite

12. Do you have a performance management framework for monitoring the
performance of providers? If so then would it be possible to forward or
provide a link to it.

    

We have a provider performance monitoring system based on an established
protocol. This is a departmental system for ensuring effectiveness of care
providers performance.

All packages for children with complex needs and out of County packages
are commissioned via the Complex Needs Panel.

As above.

No.

internal/external?

Strategically, there are contractual arrangements in place with 19
external organisations.  Individually, we have contracts with 10 external
providers and 3 internal Service Level Agreements.

19. How many contracts and of what type does your councils manage in the
commissioning of Children’s social care services? e.g. is it referrals to
in-house services, predominantly spot purchasing, purchasing under
framework contracts/agreements, block contracts or cost and volume
contracts

For individual Looked After Children (LAC) placements, we predominantly
use our in-house fostering services.  We only use other providers if there
are complex needs, for instance, mental health issues.  We are also a
partner in the 4Cs LAC placement project (an all Wales project).

20. Do you have a performance management framework for monitoring the
performance of providers? If so then would it be possible to forward a
copy or provide a link to it.

Contracts are in place with all external providers and we regularly
undertake contact monitoring visits, and hold meetings with these
providers.
