Please could you release a copy of:

1. The college's current rules and guidance for both graduate and undergraduate students (including procedures for dealing with student disciplinary offences, and any separate guidance on specific subjects eg. harassment, plagiarism, eating in the hall etc. ).

2. Any guidance issued to college staff, fellows or others exercising "judicial" roles within the college.

3. A copy of the declaration matriculating students are required to sign.

In the event they are not included in the above I would like to additionally request:

i/ any documents detailing time limits for college disciplinary action.

ii/ any documents listing caps on punishment levels (for example maximum fines).

iii/ details of the college's complaints and appeals processes for students.

iv/ any documented procedures individual fellows handing down summary punishments are required, or advised, to follow; including any requirement to keep records, or pass on statistics.

v/ any documented procedures aimed at ensuring students are able to be represented / accompanied by appropriate individuals during disciplinary procedures.

vi/ any documented procedures aimed at ensuring students who it is alleged have breeched the college rules are made aware of the accusation made against them.

vii/ any dress code which students being disciplined have to comply with with.

viii/ the punishments used by the college (including whether banning students from the City of Cambridge, or other areas, is or has been used).

I would strongly prefer the response to my request to be made electronically; I would suggest as PDF documents. I would like to suggest the college ought publish this information online and keep it up to date.

If any information is not held, I would appreciate a clear refusal notice to that effect.

The information I am seeking may be contained within formal documents such as "rules" or "guidance", it may also be in less formal forms such as emails. If the information is not written down as the college has an oral tradition with respect to some of the information I am seeking I would still like it released.

Dear Mr Daybell

I am writing in response to your rejection of my freedom of information request for the college's rules and associated guidance. I would like to ask you to consider guidance from the information commissioner which states:

"Even when an obvious pseudonym has been used, as good practice a public authority should still consider the request even though technically it can be regarded as invalid. This approach could be adopted in cases where identity is not relevant to the request."

I note this is only my second FOI request to the institution; I am not using a pseudonym to avoid my request being classed vexatious and I am not requesting personal information.

I would like to also draw your attention to the fact that other Cambridge Colleges have made much of the information I am seeking freely available online. For example Trinity College Cambridge has recently made information available following a request which you can read at:

Irrespective of the formal requirements of the Freedom of Information Act; could you please let me know why the college is taking such an evasive and secretive stance with respect to this request. I would like to urge you to reconsider, and to bear in mind the current mood of the nation with respect to openness and transparency in public institutions.

In the event that having considered the above you are still minded to reject my request, I would like to ask for an internal review into your decision. I would like the a review to consider the points I have raised in this message.
