Dear Jesus College, Cambridge,

This is a formal request under the Freedom of Information Act 2000.

Could you please provide:

(1) A list of companies which the College holds stocks and shares in, specifying how many shares are held and the approximate value of the shareholding.

(2) A list of exchange traded funds, private equity funds, mutual funds, index funds, commodities, hedge funds, and bonds that the college has investments in, including the approximate value of each.

(3) In the case of any indirectly held or fund-based investments a breakdown of the companies invested in through the fund, including the percentage of the total fund made up by each holding.

(4) A list of donations from and other professorships, fellowships, institutes or any other academic opportunities funded by Chinese companies including, but not limited to:

- Huawei
- Alibaba
- Tencent
- China Electronics Technology Group Corporation
- Yitu
- Megvii
- SenseTime
- CloudWalk
- Hikvision

(5) A list of any other instances of cooperation, academic or otherwise, between the College and universities and companies based in China.

If you are to invoke Section 43 to withhold information in relation to any of these questions please note you must provide details of the exact FOIA exemption, details of who would be prejudiced by this information, and a public interest test justifying a conclusion with arguments for and against the release of the information.

If you are to invoke Section 12 to withhold information in relation to any of these questions please provide details of how locating, retrieving and extracting this information would exceed the appropriate limit of £450 as set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. Please also be aware of your duty under section 16 (1) of the Act to advise and assist me in narrowing my request to bring it within the appropriate limit.

I am writing in regards to my Freedom of Information request titled 'College Investments And Links To Chinese Companies and Universities'. As the request was sent on the 18th July 2021, I should have received a response by the 16th of August, taking into account the twenty-one day response window for Freedom of Information requests. This is a legal requirement, under the Freedom of Information Act 2000.

I am enquiring on whether my response will be followed up in coming weeks. I appreciate that during the holiday period the college's FOI Officer may not have been following requests as thoroughly as in term time.

Please find attached the College's most recent investment statement. The College also has holdings in the Cambridge University Investment Fund, as at the end of June these were valued at £42,437,255.04

In September 2019, a research grant of £155,000 was received by the Dialogue Centre from Huawei Company to cover a two-year research cooperation. A Report “Multilateral Solutions for Global Governance of the Information and Communications Technology Industry” was published as one outcome of this in February 2020 and is available on the College's website https://www.jesus.cam.ac.uk/articles/cre...

This Report concludes with a statement about funding, reproduced below for ease of reference:
“The activities of the non-profit UK-China Global Issues Dialogue Centre are funded through a mix of donations, research grants, and surplus from executive development workshops. The costs of the Digital Economy Governance Dialogue: Multilateral Solutions for Information and Communications Technology Industry Governance were funded from a research grant to the Centre provided by Huawei Technologies Co, Ltd. This grant was accepted under an agreement between the parties to uphold the principle of academic freedom, and act to encourage and support open and free inquiry and dialogue in research collaborations. This funding agreement provides for the conclusions of the research to be solely determined through the unencumbered discretion of the UK-China Global Issues Dialogue Centre and for unrestricted publication of views, findings or conclusions resulting from the research, provided that these are clearly identified as the views of the Centre.”
