Code 02 PCNs

Response to this request is long overdue. By law, under all circumstances, Coventry City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Coventry City Council,

Could you please tell me how many PCNs have been issued as a code 02 contravention between Jan 2012 to date?

Please provide the dates and road names for each contravention 02 PCN during the above timeframe.

Please do let me know if anything is unclear.

Yours faithfully,

Kian James

Dear Information Governance,

Thank you for the data. However, it has been provided in a format which cannot be worked with.
The files are not even in order of date or location and are in a mess.

As they are CSV they cannot be filtered or ordered.

Please provide the data in a workable format, i.e. not .csv.

Yours sincerely,

Kian James

Dear Sir/Madam,

We have provided the data in an electronic format, separated for each
year. Although the information has been disclosed as .csv documents, you
can save the documents to an alternative format and apply filters.

For example, it is possible to save the format to .xls (Excel). This will
allow you to add filters to sort by date, location etc.

Dear Information Governance,

That isn't how data works in Excel.

If it is that easy then I ask you to swiftly provide it with clearly separated columns ...i.e. date - location etc

Dear Sir/Madam,

Thank you for your email.

As previously stated the data was been provided in electronic format and
separated for each year which you can, if you so wish, convert into an
alternative excel format for example .xls.

Additionally, there are columns for date of issue and location of the
ticket being issued.

We would further advise as stated in the Freedom of Information Code of
Practice it states the following:

11.13 When releasing any dataset under the Act public authorities must, as
far as reasonably practicable, provide it in a re-usable format. A
re-usable format is one that is machine readable, such as Comma-separated
Value (CSV) format.

Dear Information Governance,

I only have smartphone. It has a basic Excel programme. Whist this would allow me to filter an .xls file, it does not enable to change the file format and save.

From your responses thus far, it seems that with the right hardware, this change of file format is easy. As such, I ask you to change it and send me the data in .xls format.

I aver that if it as quick as you seem to aver, you could have done it instead of replying.

Yours sincerely,

Kian James.

Dear Information Governance,

I've sorted it.

Thank you for your assistance.

Dear Information Governance,

That data was spot on, so thanks.

Just a quick follow up query. You may need to ask your parking colleagues.

When is a 02 PCN issued? Is it for parking in a loading bay or is it for parking/loading on a street where loading is not permitted?

Cheers.

Dear Coventry City Council,

Thanks for this.

Just one more thing:

Your Parking colleagues have confirmed that code 02 PCNs are given out on streets where loading is restricted.

In the spreadsheets you kindly provided recently, there are many city centre roads within the parking zone in the spreadsheets where code 02 PCNs (parked or loading/ unloading in a restricted street where waiting and loading/ unloading restrictions are in force) have been given out since 2012.

To the best of our knowledge, the only two streets in the city centre parking zone with loading restrictions are Hill St & Bond St? These streets carry repeater signs which indicate no loading.

So why have so many code 02 PCNs been issued on roads other than Hill St & Bond St? There doesn't appear to be any signage to indicate loading restrictions on all of these other roads?

Cheers.
