Re - Blackpool CCG spending on Co-proxamol, June 2018 £890.00, July £723.00, August 2018 Zero, October 2018 £83.00, December 2018 £72.00, June 2019 £167.00.

Please can you supply the following information: -
1) Have Blackpool CCG issued any IFR’s for prescribing Co-proxamol?
2) Please name the surgery dispensing Co-proxamol during June 2019?
3) Does the CCG intend to pose any sanctions on the GP prescribing Co-proxamol

I am writing to request an internal review of NHS Blackpool Clinical Commissioning Group's handling of my FOI request 'Co-proxamol Prescribed During June 2019'.

Re: - Your response to Q 3. Does the CCG intend to pose any sanctions on the GP prescribing Co-proxamol?

All practices are discontinuing prescribing co-proxamol in patients still taking this unlicensed medicine. This supports the implementation of the NHS England items which should not routinely be prescribed in primary care guidance. It can take time to assess individual’s pain management and switch them to an alternative pain management regime hence why there is still limited prescribing present. This prescribing is monitored and discussed with the practices in question on a regular basis.

This answer does not answer my question!

[Attachment Page 5 Para 3] My response from Lord O’Shaughnessy states as fact “However, although this guidance recommends all CCG’s to deprescribe co-proxamol for patients, under their terms of service, GP’s may prescribe any product, including any unlicensed product that they consider to be a medicine necessary for the treatment of their patients under the NHS.” This information was reiterated by Baroness Blackwood in her reply [Attachment Page 3 Para 3].

During May 2018 I made my GP aware of my continued deteriorating state of health since he cancelled my prescription for co-proxamol during November 2015. He explained due to the high cost of co-proxamol he would need to have permission to prescribe from the CCG and subsequently issued an IFR request to my CCG (Blackpool).

This request and appeal was refused resulting in my GP being unable to prescribe co-proxamol even though he was fully prepared to prescribe if the IFR had been accepted. THIS IS CONTRARY TO LORD O’SHAUGHNESSY’S REPLY ABOVE!

My previous Email 17/05/2019 (Co-proxamol IFR Complaint): - Clearly contested your decision making regarding Appropriateness, Effectiveness, Ethics, Cost Effectiveness, Affordability, and Ethics. Therefore your decision making must have been made on costs alone!

As the 'Named Patient' facility had been guaranteed by Under Secretary of State Caroline Flint there was absolutely no need for the 60,000 ‘Named Patients’ to be refused co-proxamol as the drug could have been imported in bulk quantities for as little as £5.00 per 100 tablets from any of the Indian companies who previously supplied the ‘Named Patients’ facility from 2008 to the present time!

If you add the 1,253 patients currently being prescribed co-proxamol to the 60,000 Named Patients who should never have lost their right to their prescriptions the drug could be imported at a very competitive price!

There was absolutely no need for the 60,000 ‘Named Patients’ to be refused co-proxamol as the drug could have been imported in bulk quantities for as little as £5.00 per 100 tablets from the Indian companies who had previously supplied the ‘Named Patients’ facility from 2008 to the present time!
