Dear Richmond Upon Thames College,

As part of the Climate Change Agenda following COP26 we are compiling a list of Organisations who do not comply with current legal requirements under The Energy Performance of Buildings Regulations (England and Wales).

You have been noted [potentially defamatory material removed], specifically in respect of buildings containing air conditioning. Part 4 Inspection of Air Conditioning Inspections of the EPB refers.

Questions;

1. Were you aware of the Regulation?
2. Provide a time-scale in which you intend to comply? We will check for your compliance certificate on the open government database:
Find energy certificates and reports by postcode – Find an energy certificate – GOV.UK (communities.gov.uk).
3. If you do not intend to comply, why not?
4. Who is the Responsible Person at your Organisation?
5. Do you have a Sustainability Plan or Carbon Reduction Programme?

request - Climate Change Agenda following COP26

 

Please see answers to your questions below, which I hope satisfy your
request.

 

 1. Were you aware of the Regulations?

o Yes, we are aware of the regulations

 

 2. Provide a timescale in which you intend to comply? We will check for
your compliance certificate on the open government database.

o Subject to information being provided by appointed contractors, by the
end of the Spring Term 2022.
o For information a number of buildings on the registers are no longer
in use and have been sold off or demolished as part of a wider College
redevelopment of the college campus.

 

 3. If you do not intend to comply, why not?

o We fully intend to comply with our legal obligations

 

 4. Are in the process of complying with contractors appointed.

o Yes

 

 5. Who is the Responsible Person at your Organisation?

o We assume you mean the ‘relevant person’ as defined by paragraph 2 of
the Regulations and who is:
o Head of Estates and Facilities: Mr Mark Brough

 

 6. Do you have a Sustainability Plan or Carbon Reduction Programme?

o The college is committed to demonstrating its Corporate Social
Responsibility.  The College’s Strategic Plan acknowledges the
importance of sustainability and the need to manage and routinely
review progress of its carbon emissions at a time the College Campus
is being redeveloped and enhanced.
