Dear Mr Norris

Please accept our apologies for the delay in replying to your request.  We
have been advised that to collate all the correspondence that there may be
from all departments of the local authority who may have had dealings with
central government in respect of the clear air zone targets, would more
than likely engage section 12 of the Act (cost limit).

Are you able to be more specific as to the areas/offices of the local
authority you would like us to ask for this information?  If you were able
to narrow down the search parameters, this would be most helpful.

We look forward to hearing from you so that we can continue to process
your request.

Kind regards

Dear Mr Norris

Your request for information ref. SOT92398 about communications between
the council and the Government about clean air zones

Please accept our apologies for the delay in responding to your request.

We have now considered your request and can confirm that Stoke-on-Trent
City Council does not have any Clean Air Zones. Clean Air Zones are
defined within guidance issued by the Joint Air Quality Unit Department
for Environment, Food & Rural Affairs/Department for Transport.

Therefore we have had no communication with Highways England regarding our
Clean Air Zones, as none have been implemented in the City.

If you are unhappy with the service you have received in relation to your
request and wish to make a complaint or request a review of our decision,
you should write to: The Information Rights Manager, Information Rights
Team, Stoke-on-Trent City Council, Floor 2, Civic Centre, Glebe Street,
ST4 1HH, or email [2][Stoke on Trent City Council request email].

Section 5.3 of the Freedom of Information Code of Practice states:

“It is usual practice to accept a request for an internal review made
within 40 working days from the date a public authority has issued an
initial response to a request and this should be made clear in that
response to the applicant. Public authorities are not obliged to accept
internal reviews after this date. Internal review requests should be made
in writing to a public authority.”

If, after contacting us, you are not content with the outcome, you may ask
the Information Commissioner for a decision. Before doing this, please see
the following link for guidance from the Information Commissioner relating
to how to use your information rights responsibly and effectively, to
enable you to gain the best outcome from the process -
[3]http://ico.org.uk/for_the_public.

Generally, the Information Commissioner cannot make a decision unless you
have already used our internal review procedure. The Information
Commissioner can be contacted at: The Information Commissioner’s Office,
Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, tel: 0303 123
