I am writing to request an internal review of Carlisle City Council's handling of my FOI request 'Clarity of information & efficiency of systems'.
My request was for two pieces of information and the claim has been made that this information does not exist I find terrible. The public has a right to know, and I believe the elected members have a duty to scrutinise The City Councils systems to prevent excessive waste and inefficiency.
The possibility that Carlisle City Council operates a grossly inefficient computer system that wastes valuable paid officers time to produce a simple statement of account, should be matter of interest for the Council during these times of austerity and cuts to vital public services.
I originally requested how long in minutes it take to produce one of your standard statements for the public.
An approximate time would be sufficient, for example 10 minutes or 50 minutes or four hours. I cannot believe that this is a difficult question for the council to answer.
Secondly I asked for how many requests were made during a year. The reason being we can then work out how much if any time is wasted using a grossly inefficient systems.
a simple emailed survey to the members of staff in the department asking how many statements they have produced during the least week or month would give an adequate average response which could easily be extrapolated to work out the yearly figure.
