Dear Knowsley Metropolitan Borough Council,

Today, Wednesday 20 December 2017, the latest YouTube upload has been made.

The title of the video is "Sustainable Borough Scrutiny Committee, Tuesday 19 December 2017" and is categorised on YouTube as "Film & Animation" has this been post in error or is it intentional and can you please explain the methodology of why this category has been chosen?

Can you please provide information of how many cameras are in the Council Chamber?

The position of the camera on the upload is very high and makes the image unclear but there appears to be at least two additional cameras placed in the ceiling pointing toward the public, can you confirm that there are two cameras recording the public and only one recording the actual meeting?

Can you explain the methodology of this?

Additionally, in the upload the written information is inadequate and does not inform the viewer of who is in attendance at the meeting. Can you explain the methodology of this inadequate information?

We have looked into your request for information about Clarity in You Tube
uploads, and our response is shown below.

 

1)       The category used when uploading the video of the Sustainable
Borough Scrutiny Committee meeting held on 19 December 2017 is the default
option. This means that all recordings of Council meetings uploaded to
this site have the same category which is considered appropriate given
that they are films.

 

2)       There are four cameras in total the Council Chamber. Two cameras
are located above the main door entry into the Chamber facing into the
room - one of these is used to film meetings and the other is an internal
camera. The other two cameras are also internal cameras and are located
towards the front of the Chamber, one on each side and opposite the main
door entry. The internal cameras only record images and do not record
sound; they are there to ensure the health, safety and wellbeing of the
 general public, staff and elected members and for security purposes.

 

3)       The purpose of the uploaded film is to enable members of the
public to view the proceedings. The minutes of the meeting will provide a
formal record including which Elected Members of the Committee are in
attendance. There is no requirement to record the attendance of either
officers who are there to support the meeting or other persons who are
there simply to view the proceedings.

Thank for your response however,

1) In some meetings of Council the category has been published as "News & Politics" which is more appropriate, especially in regard to the content and reasons for such meetings. When did the default change to "Film & Animation" and can you explain why the change from "News & Politics" to "Film & Animation" was made. It cannot be considered that either "Film & Animation" is appropriate when neither of the categories are in the content or context of the videos. Additionally this has been a definite change of default which does not make any sense.

2) In the uploaded "Council Meeting of 9 March 2016 - alternative camera position", also listed as "News & Politics", can you confirm how many times this camera position has been used?

3) In the youtube upload of the meeting "Liverpool City Region Combined Authority Meeting, Friday 17 July 2015" published on 17 July 2015 there is a considerable amount of information contained in this upload, cut & paste here:-

Can you explain why Knowsley Council have taken the decision to stop uploading this detail; when the decision was made and by whom. The change and inconsistency in how information has been stripped away and wrongly categorised in the uploads is concerning.
