Civil and criminal charges against your enforcement partners

Response to this request is long overdue. By law, under all circumstances, Leeds City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Leeds City Council,

Under foia

can you confirm you were never aware until now that your partners

broke the 2010 equality act on your behalf and would never have allowed it.

The equality duty requires public bodies to have due regard to the need to:

eliminate unlawful discrimination, harassment, victimisation and any other conduct prohibited by the Act;
advance equality of opportunity between people who are covered under the equality act and people who are not;
foster good relations between people who share a protected characteristic and people who do not share it.

when your partners have and have continued up until now to break the fraud act (criminally and civil)

amongst others law breaks not confined to
Fraud by abuse of position (Section 4)
The defendant:

occupies a position in which he was expected to safeguard, or not to act against, the financial interests of another person (aka you and the public purse)
abused that position (the ceo)
dishonestly (didnt think breaches of equality and human rights were important)
intending by that abuse to make a gain/cause a loss (gave himself a indemnity but not you)
The abuse may consist of an omission rather than an act. (omission by waiting till now to lie about it,failed to disclose the failings for obvious reasons)

Fraud by failing to disclose information aka hiding a indemnity from your partner.

They didnt stop there they broke the theft act because thats what they do

Section 20(2) created the offence of procuring the execution of a valuable security by deception. aka a indemnity
evasion of liability by deception, contrary to section 2 of the Theft Act 1978[6]
Section 19 - False statements by company directors etc[edit] (ie made up laws)
Section 18 - Liability of company officers for certain offences by company
Section 2 - "Dishonestly
Section 5 - "Belonging to another" (250-500k belonging to a customer for a 2k bill)

not forgetting breaking your contract 6 times by failing to indemnify the council against all potential acts of litigation and losses/damages of which will now follow.

Lets not forget the wonderful human rights act after the unlawful act itself

Article 6: Right to a fair and public hearing

a trial where anyone other than leeds city council will see how this is the worse negligence and criminal behaviour ever commited by a bailiff on uk soil .

Please confirm foia you have not agreed to any of these actions on your behalf and you were not aware of any of these actions.

Please confirm why your audits failed to pick any of these material breaches of your contract up and confirm if you did pick these up and why they were ignored given the importance of monitoring your partners.

Yours faithfully,

steve prkns

you have failed as per the icos request to answer each question raised within the body of the original question .you have failed to answer questions which are not opinions but of which the answers are contained within your contract and your code of ethics.please reanswer every freedom of info request under each question so the public are aware of your answers

it also allows us to point out where we believe you are deliberately obstructing

we do not accept amalgamated answers aimed to frustrate and obstruct

IMG.Requests, Leeds City Council

Dear Steve,

I am sorry you were not happy with the response provided to your 25 requests. I have reviewed your concerns as the manager of the information management and governance requests team and provide the following response in accordance with stage 2 of the councils complaints procedure for freedom of information requests.

Having reviewed your 25 original requests, I consider that amalgamating the questions was a fair and reasonable way to respond as all the requests you submitted related to broadly the same matter. As such I do not believe there is any requirement to provide separate responses to each of your 25 requests.

In addition having reviewed the response to your questions I consider that appropriate responses have been provided in all cases where your questions are for recorded material held by the council, and not requests for the opinions of the council on particular matters. I do not therefore uphold your appeal.

This concludes my response at stage 2. If you remain dissatisfied you may contact the information commissioner's office via their website, www.ico.org.uk.
