Dear Katie,
Thank you for returning the Public Interest Test to me. I have a number of concerns in relation.
First and foremost, I would suggest that if there were to be a terrorist attack, it would be just as easy for marauding attackers to attack RVPs and the like without this information. They would, I'm sure, simply follow the directions of the emergency services and be directed toward these RVPs. This means that I do not follow your lead that disclosure would make it easier to attack the RVPs.
I would secondly suggest that to exempt the entirety of the plan from disclosure as a result of "other information" ("Should RVP points and other information") is vague at best and potentially in contravention of the FOIA at worst. I would ask for a general overview of what this "other information" is (without contravening operational security) so that I can understand your decision.
Finally, I would ask whether redaction has been considered. If so, why has it not been used? If not, why not? I believe that, if your concern is the RVPs, their removal is in the best interests of the public and emergency services.

The exemption applied to your request focuses on the safety of the
individual, Section 38 of the Freedom of Information Act.
Whilst as you suggest, attackers may simply follow the instructions of
emergency services, the council will not release any data that would
provide someone with advanced knowledge, which would make an attack
easier.
We are therefore satisfied that endangerment would be likely to result
from disclosure of the information requested and the exemption has been
applied appropriately.
The Z card provided to you is considered to be a sufficiently redacted
version of the evacuation plan.
