Do you spot purchase, have framework agreements or have block contracts in each of these categories?

2. If you have framework agreements and/or block contracts for accommodation and/or support in respect tolooked after children in residential care/looked after children in semi-independent placements/care leavers/uasc, please specify when each of these are due to be re-tendered.

3. Do organisations need to go through a pre-registration process to accommodate looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc on a spot purchase basis?

4. Do you have local authority run provisions for looked after children in residential care/looked after children in semi-independent placements/care leavers/uasc? If so, how many of each category are currently accommodated in these facilities?

In your request you ask for details of individual officers, please find

1. Can you please explain your commissioning processes for providers of
accommodation and/or support in respect to looked after children in
residential care/looked after children in semi-independent placements/care
leavers/uasc. Do you spot purchase, have framework agreements or have
block contracts in each of these categories?   For LAC external
placements, our primary route to market is via the North West frameworks
that are in place for residential care, fostering, and ‘leaving care’
provision.  Only when these routes are exhausted do we spot purchase. We
do not have any block contracts in place for these categories.

 

2. If you have framework agreements and/or block contracts for
accommodation and/or support in respect to looked after children in
residential care/looked after children in semi-independent placements/care
leavers/uasc, please specify when each of these are due to be
re-tendered.  The North West frameworks for residential care and fostering
are led by ‘Stockport, Rochdale and Trafford’ (STAR) procurement, so
please contact them for confirmation of when the frameworks are due to be
re-tendered (email: [2][email address]). For
information on the North West framework for ‘leaving care’, please contact

3. Do organisations need to go through a pre-registration process to
accommodate looked after children in residential care/looked after
children in semi-independent placements/care leavers/uasc on a spot
purchase basis? For any placements made on a spot purchase basis, Knowsley
will undertake a robust evaluation of the organisation’s offer, including
Ofsted registration, Regulation 44 reports, etc.

 

4. Do you have local authority run provisions for looked after children in
residential care/looked after children in semi-independent placements/care
leavers/uasc? If so, how many of each category are currently accommodated
in these facilities? Yes. Knowsley has 4 Ofsted-registered children’s
homes  there is a four bedded home, a 3 bedded home both residential
Children’s homes. There is also a 2 bed edge of care provision and a 4 bed
short breaks provision.

 

5. Please specify the number of looked after children in residential
care/looked after children in semi-independent placements/care
leavers/uasc accommodated currently via:

a. spot purchase = 23 (as a snapshot on 05/06/18)

b. framework agreements = 9 (as a snapshot on 05/06/18)

c. block contracts= 0

 

6. How many care leavers/uasc aged 16-17 years old and specified in the
answer to question 4 are are accommodated in residential children's homes?
