I'm not sure that I understand your question.

The Council calculates the Council tax liability for each dwelling according to the provisions in the Local Government Finance Act 1992, section 74, which are

* Council Tax Band - This is determined by the appropriate Valuation Board, which in the case of properties in Edinburgh is the Lothian Valuation Joint Board. The valuation authority assigns a Council Tax Band letter to each property in accordance with the above legislation based on an assessment of what they might reasonably been expected to realise on the open market if sold on 1 April 1991.

* The proportion applied to that Council Tax Band.

B 7/9
C 8/9
D 9/9
E 11/9
F 13/9
G 15/9
H 18/9

The Council tax for band D is set by the decision of all elected members at a meeting of the full City of Edinburgh Council in February of each year when the Council's budget is set. The Council Tax liability for the other bands therefore flows from that decision.

I have attached a copy of the Council's Council Tax leaflet for 2015-16 which accompanies each bill, which I hope will answer your question if I have not correctly picked up on what you were looking for.

I am writing to request an internal review of City of Edinburgh Council's handling of my FOI request 'Chief financial officer/Section 151 officer'.

l am not receiving information regarding who is the billing authority for edinburgh council and by that l mean who is the one who is the one responsible for setting and entering into the system the amount on the council tax bills for edinburgh council. Edinburgh council does not have arms and fingers in order to type the information into the system. An individual is responsible for this and is the billing authority representing the council.

EC are not providing my request for information regarding a specific question/s and when EC do provide a response, EC provide a response that is diverting from the original request.

Clearly, EC are either hiding something or not answering the request, or a combination of both. Thus, l will be with holding ALL future payments of any such council tax bills. And l have the right of a non judicial remedy of rescindence upon the contract that l was tricked into, as EC are switching the creditor and debtor roles.

l will not be funding incompetence and l will be sending back all my 20 years of council tax bill payments as l require a full and immediate refund.
