Checks made before Legal Action for Council Tax/ NNDR Debts

Response to this request is long overdue. By law, under all circumstances, Cotswold District Council should have responded by now (details). You can complain by requesting an internal review.

Dear Cotswold District Council,
Please provide the following information. Please respond as to whether thse checks are made by a) Cheltenham Borough Council and/or b) Publica
1) Whether checks for debtor's address are made directly or indirectly through external agencies for the following:

1) Debtor's residential address for CT/NNDR in previous years on Forest of Dean records.

2) Debtor's residential address on other Forest of Dean records- eg Adult Social Services ,in case of vulnerability/safeguarding issues (re Wolverhampton Judgement of LGO) , Building Control/Planning for previous addresses on any applications.

3) Debtor's bank and credit card account address details (usually done through commercial agency such as Experian,Equita,etc)

3) Debtor's utility bill addresses, viz. Electricity, Gas,Water, Home Insurance

4) Debtor's commercial credit rating details-eg Mobile phone contract address

5) DVLA for debtor's licence and vehicle registration addresses.

6) 192.com or other electronic versions of the Electoral register (inc. your own)

7) Other councils, for Insolvency to get debts over the threshold for presentation of a petition (commonly known as "debt stacking")

8) The Mortgage Register

10) The Register of County Court Judgements (Registry Trust)

11) Companies House (Companies Register)

13) Any commercial source of information on companies/directors from past years that are off the Companies House Register (eg CompanyCheck, Duedil)

11) Which commercial credit reference agencies as used by Forest of Dean DC?

ii) Whether there is any internal guide that states what checks are to be made for Application to Commit and for Insolvency (CTAE 1992, regs.47 and 48)

iii) What electronic record system is used by Forest of dean DC for CT/NNDR accounts and when introduced (that is,any systems used in the last 10 years with details)

Please provide a response separately as to whether is record on the above list is checked for a) Application to Commit and b) Insolvency
