Charging for environmental information

Dear Bristol City Council,

The Environmental Information Regulations allows public authorities to make charges under certain circumstances for the release of environmental information. The city council has implemented a new charging regime for requests handled by its environmental records centre from 2013 onwards, citing reduced funding from external bodies as a reason for this.

Please could you release, under the Freedom of Information Act, in electronic form via this WhatDoTheyKnow request, any recorded information which you hold relating the charging regime.

Information of interest includes the following:
a) emails or correspondence (internal or external) discussing the charging regime
b) minutes of any meetings at which the charging regime was discussed
c) any proposals relating to the charging regime, whether adopted or not
d) any opinions or advice sought or obtained relating to the charging regime, including any opinions or advice on whether proposals comply with the EIRs
e) any information relating to stakeholder consultation on the charging regime, including the consultation material itself and any responses

Please include any other information of a similar nature not covered by the categories above which has a bearing on decisions in this area and facilitates public scrutiny of those decisions.

It may be that the 2013 regime was implemented in stages. Please could you therefore include any information from the period 2009 to the present, relating to any charging regime(s) used and any changes made to them during that period, not just the current 2013 regime and the changes directly leading to that.
