Changes to short breaks services for adults with a learning disability

We're waiting for Jo Davies to read recent responses and update the status.

Dear Lancashire County Council,

Under the Freedom of Information Act, I kindly request the following information in relation to short breaks services for adults with a learning disability in your local authority. NB: short breaks services are also known as respite services.

1) How many adults aged 18-64 with a learning disability were known to social services in a) 2009/10, b) 2010/11, c) 2011/12 and d) 2012/13?

2) What was your net expenditure for short breaks services for adults aged 18-64 with a learning disability in a) 2009/10, b) 2010/11 and c) 2011/12, and d) what was the agreed budget figure for 2012/13?

3) How many adults aged 18-64 with a learning disability attended short breaks services in a) 2009/10, b) 2010/11 and c) 2011/12, and d) what is your projection for short breaks service use in 2012/13?

4) How many short breaks services closed in a) 2009/10, b) 2010/11 and c) 2011/12, and d) have you closed/are you planning to close any short breaks services in 2012/13?

5) If there have been short breaks service closures within the local authority, have alternative services been put in place for those who attended the short breaks service?

Please give details of a) the number of adults aged 18-64 with a learning disability who attended the service(s) that closed, and b) the number of adults aged 18-64 with a learning disability who attend the alternative service(s) (if applicable).

Further to your email dated 10^th September, in which you request the
disclosure of information under the provisions of the above Act, we are
now in a position to respond.

 

1) How many adults aged 18-64 with a learning disability were known

     to social services in a) 2009/10, b) 2010/11, c) 2011/12 and d)

     2012/13?

 

2009/10 = 3477

2010/11 = 3519

2011/12 = 3407

2012/13 (April – August) = 3203

 

 

2) What was your net expenditure for short breaks services for

     adults aged 18-64 with a learning disability in a) 2009/10, b)

     2010/11 and c) 2011/12, and d) what was the agreed budget figure

     for 2012/13?

 

A)   09/10 £448K

B)   10/11 £499K

C)   11/12 £571K

 

We don't set a specific budget for short breaks spend so we can't answer
part (d), however we are not anticipating any significant changes from the
figures quoted above.

 

 

3) How many adults aged 18-64 with a learning disability attended

     short breaks services in a) 2009/10, b) 2010/11 and c) 2011/12, and

     d) what is your projection for short breaks service use in 2012/13?

 

The following are the figures for individuals with disabilities using
Shared Lives Carers across the county for a short break/respite stay:

·         From 1^st April 2010 to 31^st March 2011 – 97 (people who live
with parents and families) used our service - 2260 nights

·         From 1^st April 2011 to 31^st March 2012 -  115 (people who live
with parents and families) used our service – 2764 nights

Additional Short Breaks are provided by Creative Support and Dalesview in
Central Lancashire and the figures are:

In terms of Beechdale (Dalesview) in:

·         We are unable to gain information from the system for 9/10.

·         10/11 - 9 people accessed the service and in terms of

·         11/12 -  9 people accessed the service.

 

In terms of Balshaw Avenue (Creative Support) short breaks:

 

·         2011 = 134 (numbers receiving respite)

·         2010 = 121 (numbers receiving respite)

·         We do not have figures for 2009/10 as the service was provided
by another provider previous to 2010.

 

 

4) How many short breaks services closed in a) 2009/10, b) 2010/11

     and c) 2011/12, and d) have you closed/are you planning to close

     any short breaks services in 2012/13? 

 

See attached Press Release on Capital Programme which covers the period
2009 - 2102, all services that closed were no longer fit for purpose and
were replaced with purpose built services which offer enhanced facilities
and more places.  The capital investment in modernising Short Break
Respite Service buildings totalled £7.5 million, this is the building
schedule;

 

·         Preston New Building  – Completed November 2008  (The Green,
Preston then closed)

·         Wyre & Fylde New Building  – Completed November 2010 (Church
Road, Wyre then closed)

·         Burnley, Pendle and Rossendale New Building  – Completed April
2007  (Haddon House, Padiham then closed)

·         Lancaster & Morecambe New Building  – Completed April 2007

·         Croasdale Drive Clitheroe upgraded– Completed March 2010

·         Gloucester  Ave Accrington upgraded  – Completed December 2010

·         Worden Lane, Leyland upgraded – Completed 2011

·         West Lancs New Building – Completed March 2012 ( The Mount,
Ormskirk then closed)

 

There are no plans to close any building based Short Break services , but
plans for a new building in Pendle/Rossendale.  However more people are
choosing to take breaks in different ways as a result of personalisation,
the detail of which are held by individuals in the form of an agreed
support plan.

 

Lancashire have produced Partnership board Annual reports which are
publicly available  with this year's reports on the Improving Health and
Lives website

 

    

5) If there have been short breaks service closures within the

     local authority, have alternative services been put in place for

     those who attended the short breaks service? 

 

(See above 4)

    

 

Please give details of a) the number of adults aged 18-64 with a

     learning disability who attended the service(s) that closed, and b)

     the number of adults aged 18-64 with a learning disability who

                  attend the alternative service(s) (if applicable).  

 

All adults who attended the services which closed decided to access either
the Shared Lives Service, the new buildings or arrange their own self
directed supports, no one has been left without access to either of these
options. The numbers of people accessing our in house services has
increased and most young people with complex needs are likely to chose our
purpose built services  and are supported through a detailed transition
plan which involves the individual, their family, the school and
Children's services. See attached data on numbers of people accessing the
in house Short Break Services as of January 2012 . The average number of
families using each service is 50.
