Kate, your FOI requests are perfectly reasonable and the CMS are wrongly attempting to apply section 12 of the FOIA when it doesn't apply. There is no way they can reasonably claim it will take over 3.5 days of work to find and send the documents you have requested.

You now need to request an internal review of your request. Based on my experience, the CMS will refuse to overturn their decision. But you need to request the internal review so that you can then refer the CMS to the Information Commissioners Office (ICO). They then have the power to force the CMS to publish the information requested.
