I would like to make a freedom of information request.

Does your service have a formal system that allows uniformed operational staff swap shifts. For example a firefighter who is due to work a Saturday can swap his work day with a firefighter who is rostered off?
if so, does your service record these swaps and keep a running tally of the swaps for the individuals?
What happens when one resigns or retires. Does your service have a way of dealing with any positive or negative balances for these swaps. For example the swap mentioned above what would happen if either of them then resigned or retired before the "pay back of the swap". Would the firefighter who got Saturday off have his final pay reduced because he never paid his day off back to the other firefighter? Or if the firefighter who worked the extra shift then retired or resigned. Would he receive a days pay for working the Saturday and the Firefighter that got the day off have to work a day to pay back the day off he got?

FREEDOM OF INFORMATION ACT 2000 - INFORMATION REQUEST

Your request for information has now been considered and I am pleased to provide you with the following information.

CDDFRS do have a system in place which allows operational personnel to exchange shifts on what is known as a head for head basis. This allows flexibility, in the first instance, exchanges should be like for like, e.g. manager for manager, driver for driver, firefighter for firefighter. If this is not possible, managers are responsible for ensuring the appliance(s) are still available. These exchanges are logged and identified on our Firewatch database and are visible for all personnel to see via the 'duty planner'. Shift exchanges are personal arrangements between the individuals and the service incurs no additional costs. At the time of the arrangement the individuals should mutually agree the swap including payback date.

Our Fire watch data base allows various reports to be ran, one of which is head for head summary. This is ran frequently throughout the year giving a visual of how many shifts are outstanding by individuals. If resignation notice was to be received then a report will be ran to identify if the person owes/is owed any shifts, an e-mail would be sent to the individual informing them of their balance and a request to repay these asap prior to their leaving date. At the moment within CDDFRS personnel do not have pay adjustments carried out, as we don't have a problem with outstanding shifts. Going forward if this was to change then the procedure would be reviewed.
