Dear Wigan and Leigh Housing Company,
How much CERT and CESP funding did Wigan and Leigh Housing Company receive?
Has Wigan and Leigh Housing Company used the CESP funding to retrofit properties?
If so how much funding did you receive and what are your carbon savings for any CESP funded areas?
Do you have anything in place for the ECO element of the Green Deal?
What is your policy with regard to leaseholders accessing funding to support the carbon reduction targets?
Yours faithfully,

Further to your recent e-mail, the answers to your queries are given
below:
How much CERT and CESP funding did Wigan and Leigh Housing Company
receive?
Answer Certs = £1.2 million
Cesp = £1.7 million (£1.5 million due Feb/March 2013)
Has Wigan and Leigh Housing Company used the CESP funding to
retrofit properties?
Answer. We proceeded with a scheme of approx 544 Solar panel installations
to Council owned homes as a result of securing CESP funding.
CESP along with CERTS funding has also contributed to fund a boiler
replacement and fuel change programme which has resulted in 14000
dwellings receiving new energy efficient boilers.
If so how much funding did you receive and what are your carbon savings
for any CESP funded areas?
Answer. For the 544 solar panel installations It is estimated 522 carbon
tonnes saved r.
For the 14,000 boiler replacement & fuel switches, estimated life time
savings of 135,000 tonnes saved estimated 15% within Cesp areas)
Do you have anything in place for the ECO element of the Green Deal?
Answer. We have ring fenced ECO funding from an energy provider for two
external insulation schemes at the moment. Approx 111 homes are
included.
What is your policy with regard to leaseholders accessing funding to
support the carbon reduction targets?
Answer. It would depend on types of work we are planning, but funding for
internal works would not be treated any differently to private
householders unless it had an impact on works to other tenants properties,
in which case we would support and assist any application. Generally we
treat the external fabric of any building as a whole. For example the high
rise blocks received external insulation which included lease holders
homes, helping them to reduce fuel bills. (The high rise blocks have
electrical heating so it is not possible to have a gas boiler installed).
