foi, Greenwich Borough Council

Dear Mr Norris

Freedom of Information request: FOI-13326

Thank you for your request dated 29 March 2018

Our response is as follows:

1. Location of every fixed CCTV camera operated by the council on roads/public premises
The information is exempt pursuant to section 24(1) – National Security. See below.

2. Number of mobile CCTV cameras operated by the council (e.g. car mounted)
The information is exempt pursuant to section 24(1) – National Security. See below.

3. Date each camera was brought into operation (commissioned)
The information is exempt pursuant to section 24(1) – National Security. Section 24(1) states that information which does not fall within section 23(1) is exempt information if exemption from section 1(1)(b) is required for the purpose of safeguarding national security. CCTV in is used for a wide variety of uses including deterring and preventing crime and terrorist activities, detecting crime and terrorist activities, assisting the emergency services and providing evidence in criminal proceedings. Revealing the number and locations of cameras would provide information on the security capabilities within the borough, showing the strength or weakness of the security in various locations.
There is an obvious and weighty public interest in the safeguarding national security. The council has therefore concluded that the public interest favours maintaining the exemption contained at section 24(1) of FOIA

4. Purpose of camera
The Royal Borough of Greenwich use footage from CCTV and body cameras as evidence in court cases as well as to help solve problems such as vandalism, drug use and drunkenness. Body-worn cameras also help to protect both wardens and possible offenders by providing evidence of what happened.
The main aims and purpose of the Royal Borough of Greenwich safer public Spaces CCTV systems and Body- Worn Video Cameras are to:

· reduce the fear of crime, terrorism, disorder and anti-social behaviour
· deter crime
· detect crime and provide evidence for court proceedings.

5. If revenue generating (e.g. PCN) how many PCN’s / tickets/ penalty notices that camera has issued since being brought into operation.
RBG does not generate income through its CCTV cameras

6. Location of all planned CCTV cameras not yet installed or commissioned.
RBG Public Spaces have no planned CCTV cameras to be installed or commissioned at this time.
