Dear Peter,

Thank you for your Freedom of Information request dated 8 October 2019
which has been registered under reference EFOI 10024.

i would like to know when the cctv at eastbourne council offices at 1
grove rd. was installed / maintained

so if a new cctv system was installed and when, the cost of installation.

also all maintainance records and any dates date cctv system was access
and by whom.

records from 1/1/18 to todays date

As the Council has concerns over the receipt of anonymous and, possibly,
pseudonymous requests, it has decided to tighten procedures and reserves
the right to ask for proof of identity. Therefore I would appreciate it if
you could provide, electronically or otherwise, some proof of your
identity.

The usual forms of proof such as passport, drivers licence or a utility
bill are acceptable but other formats will be considered as long as they
demonstrate the genuine identity of the requestor.

A request for information must contain the ‘real name’ and address of the
requestor:

Freedom of Information Act 2000 Section 8(1)(b):

In this Act any reference to a “request for information” is a reference to
such a request which—

“…states the name of the applicant and an address for
correspondence”

I have attached the ICO guidance (Identity or motives of the applicant)
and would draw your attention to the section on page 4.

Dear Access to Information,
As per IOC guidance "In most cases, authorities should consider FOI and EIR requests
without reference to the identity or motives of the requester.
Their focus should be on whether the information is suitable for
disclosure into the public domain, rather than the effects of
providing the information to the individual requester. "

so the first question you need to ask is the information suitable for disclosure.

so i ask is it suitible for disclosure?

If you are going for the vexous route, i would point out that this is not a vexous request and the information is required to clarify if ebc cctv system is in good maitainace and has a maintanance proces. This request is in the public interest.

Yours sincerely,

peter

Dear Access to Information,
yes i still require the information asked for .

Please could you be responsive to the points i made in the last message. could you tell us all why you have ignored the IOC guidance on focus, is it so you can refuse simple foi claims and hide the fact that ebc has no policy or security on thier cctv system. these are simple requests which should be simple to answer if you where not trying to cover things up. If the information is public and available i will be glad to submit proof . so i ask again is the information i request public record and releasable?

Yours sincerely,

peter

Dear Mr. Peter .......... ,

Thank you for your email dated 6 November 2019.

Dear Access to Information,

I ask for the 3rd time. is the information availaible and public ? If it is i will gladly send you proof. But if it's not why would i need to send you proof. So can you be responsive and just let me know if the information is available and public.

Yours sincerely,

peter

Dear Access to Information,
200 a month is only approx 8 a day. I think there is you and denise and you probably ask departments to source most information for you. And how many of those requests are duplicated or simple, those are not foi requests.

I would not give public information like the number of requests you get out to a non verified resident as that is the reason you give to hold my request up, just saying.

Yours sincerely,

peter
