CCG draft commissioning intentions and authorisation process

Dear Gloucestershire Primary Care Trust (PCT),

Please can you send me the following pieces of information:

1. Gloucestershire Clinical Commissioning Group's 'draft commissioning intentions 2013/4' and the 'high level commissioning strategy 2014/5', as required to be submitted to the NHSCB authorisation process. If there was more than one draft to the authorisation process, please send me all submitted drafts. (I note that these documents are available online for other CCGs such as Swindon but not, as far as I can see, for Gloucestershire).

2. Copies of any further evidence submitted by the CCG to the NHSCB or its agents in relation to authorisation criteria 3.1.1 B & C, including in particular any further evidence submitted in response to the Conditions Panel report.

3. A copy of the notification letter, development plan and rectification plan received by the CCG from the NHSCB. If not clear from the rectification plan, please give details of the nature of the 'support and advice offered' and the identity of any organisations or individuals so far identified as suitable candidates to offer it.

4. Documentation setting out any additional feedback received by the CCG from NHSCB or its agents as a result of the desktop review, site visit, Moderations and Conditions panels, and authorisation meeting on 5/12/12. I am particularly interested in the feedback in regard to the extent to which these documents demonstrated the CCG's ability to meet authorisation criteria 3.1.1 B & C.

I do not consider that this request should raise any issues in relation to amount of time needed to gather information, but if there are any issues in relation to that please prioritise the first 3 requests, in the order in which they appear.

I look forward to your prompt response within the statutory time limits. In the interests of transparancy I would would be grateful if this information could be released well in advance of the statutory time limits of 20 working days, in line with information commissioners guidance to responding authorities.
