Dear Team,

Please respond to the Requester directly, ensuring this is within 20
working days, before: 3 July 2023 in accordance with the Freedom of
Information Act 2000.

Please note this is a Media request.

Please ensure the following Instructions are adhered to:

1.            If the information requested does not fall within the remit
of your Service area, please immediately return this request to the
Corporate Information Governance (CIG) Team.

2.            To identify if the Requester can be directed to information
reasonably available in the public domain, please refer to the Publication
Scheme to check your published data when formulating your response.

3.            Extensions to the prescribed statutory timescales will be
considered and approved by the CIG Team in exceptional circumstances only,
and the CIG Team must be contacted at the earliest opportunity to avoid
unnecessary delays, detailing the reason(s) why the extension is
required.  Where approved, an explanation must be sent to the Requester by
the Service explaining the delay and providing a date when the response
will follow.

4.            If there is a valid reason why the request is being refused,
then the appropriate exemption/exception must be engaged for consideration
via the CIG Team. Please email [2][Bradford City Council request email] detailing the
reason(s) for non-disclosure.  Any draft responses that intend to apply
provisions in legislation to withhold information or refuse requests, must
be approved by the CIG Team prior to release.  Please refer to the
‘exemption’ and ‘exception’ guidance located on both the IG [3]Bradnet
page and the IG SharePoint site.

5.            For a qualified exemption, a Public Interest Test (PIT) is
mandatory.  Please email [4][Bradford City Council request email]  with your detailed
justification for non-disclosure and the CIG Team will liaise with Legal
Services to ensure the PIT is considered and recorded in accordance with
ICO guidelines.

6.            Please ensure the correct templates are used at all times
for the final response, noting; specific templates are available where a
reply indicates the ‘information is not held’ or the ‘information is
accessible by other means’.  These templates can be located on both the IG
[5]Bradnet page and the IG SharePoint site.

7.            If the request requires any form of redaction prior to
disclosure, please ensure that the Nalytics Redaction Software is used.
Access to the software is gained by emailing
[6][email address] who will arrange for a licence to be
allocated to you followed by a link, your user name and password which
will be forwarded to you via email.

8.            Please ensure that you obtain appropriate management
approval for any response prior to release.

9.            Please notify the Portfolio Holder who may wish to see the
final response prior to its release.

10. For Media related or Politically sensitive requests, please ensure
these are copied to Steve Hemming in the Press Office.

11. Finally, please forward a copy of your final response to
