Details of audit trail of when plans began for this refurbishment

The following information sets out the route taken by the Council to arrive at the decision to refurbish Carnegie Leisure Centre, these documents are already in the public domain, and are available on the Fife Dreict website, I have, however, attached copies for ease of reference;

The names of prime movers

We don't have "prime movers" as you refer to, decisions are made by the Council. In this case, the decision to refurbish Carnegie Leisure Centre was taken by the Adult Services Committee at the meeting on 27th October 2006. This was formally approved by Fife Council at its subsequent meeting on the 14th December 2006. I have attached the minutes from both of these meetings for you. The Councillors present are listed on these.

How selections were made for consultants

Fife Council follows a tender process when selecting consultants. This process is in the public domain on the Fife Direct website. I have, however, attached a copy for you for ease of reference.

A copy of the presentation that was made to councillors in the Dunfermline Area in October 2007, the names of those making the presentation, and attendees

I have attached a copy of the minutes from the City of Dunfermline Area Committee dated 22 October 2007. The minute of the meeting refers to an informal workshop session taking place, however, it does not state who was in attendance during this workshop. There was no written or powerpoint presentation, just a verbal update for Members on the draft designs as they stood at that point in time.

Where can the 'audit trail' of the £17.2 million allocation for leisure
in the Dunfermline area be viewed?

Information regarding the 'audit trail' was provided to you as part of
the response to your previous freedom of information request. I would
like to draw your attention to the Adult Services Committee on 27
October 2006 for the decision to refurbish rather than replace. The key
reference point for the 'audit trail' of the £17.2 million allocation
for leisure in Dunfermline is attached minutes from the Policy, Finance
and Asset Management Committee held on 2 August 2007, again, these
details are in the public domain on the Fifedirect website, however, a
copy is attached for ease of reference. I have also attached the Fife
Sports and Leisure Report with Appendices which are referred to in the
committee meeting minutes.

Where can the 'audit trail' of the so-called 1,500 'wider community' be
viewed? Names, addresses, telephone numbers etc. Where and when were
they supposedly consulted, and what questions were asked of them. Who of
them, were 'actual users' of CLC?

And

Why were Fife Style Members not contacted directly, complete details
are held on file, including photos, by Fife Council, and all other 'user
groups' and individuals not contacted?

Information regarding the consultation was provided to you as part of
the response to your previous freedom of information request. TL
Dempster (the consultants used) hold the information pertaining to
names, addresses, etc.

Human Rights - how does Fife Council and the Trust intend to honour
their Mission Statements giving ALL communities and individuals
'exactly' the same opportunities if CLC closes on 23 December 2008.

No recorded information is held. However, during the closure period
the Council will be doing its upmost to provide alternative facilities
to as many of its customers as it possibly can. The level of
alternative sports provision in the Dunfermline area means that there
will be more scope to provide alternatives than in any other town in
Fife.

Why do some leisure managers use private facilities instead of those
they are supposed to provide for others?

Were plans drawn up for the provision of a new leisure centre? If so,
where can they be viewed.

The plans for the refurbishment of Carnegie Leisure Centre continue to
be refined through the usual design process. The Stage C designs offer
a significant level of detail and reflects the input received from a
wide range of stakeholders during the recent public consultation
process. The plans were on display in the foyer of Carnegie Leisure
Centre and these have formed the basis of a planning application
recently lodged with the Council, which is available for public
scrutiny. It can be viewed through contacting Fife Council's
