Car park signage on private land that has ANPR camera's

Response to this request is long overdue. By law, under all circumstances, Wigan Metropolitan Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Wigan Metropolitan Borough Council,

1)Is planning permission or advertisement consent required to put Car park signage and/or ANPR (automatic number plate recognition) camera's on private land?

2)If planning permission or advertisment consent is required for the signage and/or ANPR (automatic number plate recognition) camera's,who applies for the planning permission?Is it the landowner or the parking management company i.e. parkingeye/euro car parks etc?

3)If any planning permission or advertisment consent has been approved then where are the car park sites and who was/is the applicant? I only need details from the WN7 (Leigh) area from 01/12/2013 - 31/12/2016?

Dear Wigan Metropolitan Borough Council,

Thank you for your reply.Interesting links to the proposed planning applications from parking eye you have sent me.

In the web planning application form for application A/17/83659/RET(Document number 14677290). In part 6 Pedestrian and Vehicle Access, Roads and Rights of Way it asks "Is a new or altered vehicle access proposed to or from the public highway"the applicant answers "No". But it has been altered,bollards have been placed in hill street,effectiveley narrowing hill street and placed so vehicles can now only really enter using one access when originally you could enter using two.

In part 20 of the same document the applicant answers "No Hours of Opening details were submitted for this application".But on the illegally erected signs they have wrote "parking applies 24 hours a day,7 days a week".

In Document number 14677322 for the same application number named "web site plan" it does not show the entry and exit for vehicles.

I also witness that on inspection,parking bays are not adequately painted and vehicles park anywhere because of.

Some of the above apply to similar documents to planning application number A/17/83654/RADV as well'.

I notice from an older planning aplication from the same owner(A/09/73011)that in document 11719195 it says "the application effects a public right of way".Does the public right of way still exist?

In the same application number in "web decision notice" document number(11665727) in part 2.
Policy A1S Parking in New Development
Summary

In new development, convenient, safe and secure provision will be required for: -
a) cycle and motorcycle parking and car parking for
disabled people in accordance with
the minimum standards adopted by the Council.

I say this car park does not and never has had part a) above.
