Dear Ms Baddams,

Freedom of Information Request F18-122

Thank you for your request for information. You asked for details of the
House of Commons division (vote) that that took place in 1993 on the
motion to increase the pension age for women, including a list of all the
MPs that voted and a list, by gender, of those who voted for and against.

This information is held by the House of Commons. House of Commons
division lists are printed in Hansard along with the full transcript of
each debate.  These include the names of the MPs who voted for or against
the question before the House. Debates and divisions from the 1990s can be
accessed through our [1]Historic Hansard service.

As the information you request is reasonably accessible to you otherwise
than under the Freedom of Information Act 2000 (FOIA), your request is
refused. In refusing your request the House is applying the exemption set
out in section 21 (1) and (2) (a) of the FOIA. This is an absolute
exemption and the public interest test does not apply.

It may help you to know that the decision to equalise the state
pensionable age by raising the age for women from 60 to 65, [2]announced
by the Government in 1993, was brought into law by s.126 and sch 4 of the
[3]Pensions Act 1995.

No votes took place in the Commons Chamber on this specific provision of
the Pensions Bill 1994-95 while it passed through Parliament. There was,
though, a division on the merits of the Bill as a whole at its Second
Reading on 24 April 1995. Here, the Opposition tabled an amendment to the
Government’s motion that the Bill should be ‘read the second time’ and
allowed to progress. In their reasoned amendment, the Opposition urged the
House to reject the Bill, listing a number of its ‘deficiencies’ including
that, in their view, it: ‘takes too rigid an approach to the equal
treatment of men and women under the State pension scheme’. Their
amendment was defeated by 267 votes to 228.

You can see the debate and how MPs voted in the division that took place,
at:

[4]https://api.parliament.uk/historic-hansa...
Those listed first, described as the ‘Ayes’, voted in favour of the
Opposition amendment; those listed below as voting with the ‘Noes’ opposed
this amendment and were in favour of the Bill passing.

In addition, a research briefing, [5]State Pension Age – background, has
been prepared by the House of Commons Library and is available to read on
our website. This covers the changes made in the 1990s as well as those
made after 2010.

You may, if dissatisfied with the handling of your request, complain to
the House of Commons. Alternatively, if you are dissatisfied with the
outcome of your request you may ask the House of Commons to conduct an
internal review of any decision regarding your request.  Complaints or
requests for internal review should be addressed to: Information Rights
and Information Security Service, Research & Information Team, House of
Commons, London SW1A 0AA or [6][House of Commons request email].  Please ensure
that you specify the full reasons for your complaint or internal review
along with any arguments or points that you wish to make.

If you remain dissatisfied, you may appeal to the Information Commissioner
at Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF,
[7]www.ico.gov.uk.

Yours sincerely,
