Dear InfoMgr, FinDMT,
Happy new year!
I would appreciate a response to my FOI request re the cabel avoidance survey, please and the reason why this is delayed.
Yours sincerely,
Birgitta Kuhlmann-Muller
Dear Ms Kuhlmann-Muller
Please accept our apologies for the delay in responding to your enquiry.
Wirral Council was subject to an enforced shutdown from 24 December – 2
January which has inhibited our ability to respond to FOI enquiries during
this period.
In response to your request, please be advised that the Council does not
hold a map showing exact locations of electricity, water, telephone, gas
or other pipes and cables in the area specified in your request. We can
however provide the attached United Utilities plan which identifies the
United Utilities owned water main that necessitated the re-siting of the
Christmas tree.
We trust this information is sufficient for your purposes. However if you
do wish to obtain exact locations of all utility supplier equipment in
that area, you may wish to contact the individual suppliers directly.
Please bear in mind however that any drawings which may be held on record
by the utility providers will be indicative locations only, not “exact”
location as requested in your correspondence.
We trust this information is of interest to you.
Yours sincerely

Dear Wirral Metropolitan Borough Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'Cable avoidance survey'.
Dear staff dealing with my freedom of information request
Thank you for providing the information re the position of the water pipes in the grasses area of the junction Orrysdale road and Grange road / West Kirby.
I appreciate that the location of all cables and pipes can only be approximate.
However, I would like to ask for an internal review because of the following :
1.WBC must have needed to know all locations of cables ( electricity, gas, telephone etc) to be sure that any digging would not effect any of those services -before giving the all clear.
2.If WBC has not carried out a underground cable test for all pipes, how can a location otherwise be given free for deeper digging?
3. Why weren't residents / community groups given the water pipe plans before any proposals for digging locations were discussed? That would have saved the re- location problem from the water aspect.
Kind regards
Birgitta Kuhlmann-Müller

Dear Ms Kuhlmann-Muller
We write in response to your request for an internal review of the
Council’s handling of your Freedom of Information request. You have
stated:
I would like to ask for an internal review because of the following :
1.WBC must have needed to know all locations of cables ( electricity, gas,
telephone etc) to be sure that any digging would not effect any of those
services -before giving the all clear.

can a location otherwise be given free for deeper digging?
3. Why weren't residents / community groups given the water pipe plans
before any proposals for digging locations were discussed? That would have
saved the re- location problem from the water aspect.
The Council provided you with the information it holds, in the form of a
map showing the location of underground water pipes. In relation to the
other utilities, the Council does not hold any recorded information.
Access is granted to the Council to the utility maps held on the database
systems of the individual providers, by way of a secure log-in and as
such, the information is held by those providers, not the Council. You
may wish to contact the individual suppliers directly for this
information.
I am satisfied that the Council does not hold any further recorded
information in response to your enquiry and as such I uphold the earlier
decision in its entirety.
If you remain dissatisfied with the result of this internal review, you
have the right to complain to the Information Commissioner at
